Job Description and Duties

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

The State Water Resources Control Board (State Water Board) Division of Water Rights has an opening for one (1) Environmental Scientist position in the San Joaquin Unit of the Bay-Delta: San Joaquin Section. The position is located at 1001 I Street, 14th Floor, Sacramento, California 95814.

Duties:

Under the close supervision of the Senior Environmental Scientist (Supervisory), the incumbent will perform complex and varied biological analyses, research, writing, and modeling assignments related to the San Francisco Bay/Sacramento-San Joaquin River Delta (Bay-Delta). The incumbent is expected to work collaboratively with Division staff and maintain high level contacts with other organizations and is responsible for managing difficult and sensitive responses to public and interagency contacts. Knowledge of scientific disciplines related to water resources management such as aquatic ecology, fisheries biology, hydrology, water quality, or related fields is required.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

(1) Knowledge and experience in fisheries biology or aquatic ecology, especially related to effects of flow changes on freshwater and estuarine aquatic species; (2) Knowledge and experience in hydrology or water quality;
(3) Knowledge and experience in fisheries biology, ecology, hydrology, and water quality associated with the San Francisco Bay/Sacramento-San Joaquin Delta Estuary (Bay-Delta) watershed;
(4) Knowledge of California water supply infrastructure;
(5) Knowledge of California water rights and federal / State water quality policies and regulations;
(6) Experience in the preparation and review of environmental documentation, especially pursuant to the California Environmental Quality Act and related environmental laws and regulations, including but not limited to the National Environmental Policy Act, federal Clean Water Act, Porter-Cologne Water Quality Control Act, California Fish and Game Code, and state and federal endangered species acts;
(7) Project management experience or organizational skills, including prioritizing tasks to meet deadlines;
(8) Experience communicating scientific information (stakeholder outreach communication, in particular), including synthesizing, writing, and presenting orally;
(9) Experience working with large data sets using Microsoft Excel, ArcGIS, or other software;
(10) Experience cooperating within a team with other scientists and engineers, and providing and adapting to constructive feedback.

Water Board employees may be eligible for benefits. Health benefits and leave programs are available for most permanent, full-time employees, and some permanent, part-time employees. Benefit eligibility may depend on length of service and may be subject to collective bargaining agreements negotiated between the State of California and employee organizations that define wages, hours, and terms and conditions of employment.
