This position is only open to Colorado state residents. The position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).
New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

Description Of Job About the Work Unit CDOT’s Region Four, Permit Unit preserves and improves the functional integrity of the highway transportation system, to protect the public health through safety and welfare. This is done by maintaining smooth traffic flow through the region-wide planning, administration, management, monitoring and enforcement of federal guidelines, state statutes, CDOT regulations specifically related to access management practices, project utility clearance, devolution oversight outdoor advertising control, and utility installation oversight.
About The Position Under the guidance of the Permits Manager, the Assistant Access Manager position will learn to administer the Colorado Department of Transportation's access management program in Region Four. This position learns to review requests for access and analyze proposals for conformance with regulations and standards using sound engineering, safety, and planning principles. Position will learn to resolve access planning and design issues with land developers, their consultants, attorneys, local government officials, and CDOT staff. This position learns to appropriately disseminate information, concepts and purposes of the access program and standards to local officials and private interests.
The duties and responsibilities will include, but are not limited to, the following: - Learn to to represent CDOT in negotiating for the resolution of highway access proposals, by tailoring each to fit a particular location or situation;
- Learn to negotiate and administer capital improvement projects and learn to evaluate design waivers for permits and assist both land developers and CDOT staff in the processing of design waivers;
- Learn to enforce compliance with terms and conditions by available legal means;
- Assist with planning and managing access projects from conceptual scoping stage through design and construction phases;
- Learn to administer the Outdoor Advertising & Junkyard Programs for Region 4 and provide secondary permit writing support of Utility/Special Use permits processed by the region;
- Train to assist reviewing complex land use development plans;
- Train to become a Region resource in access management, possessing a level of expertise in the field and profession;
- Trains to advise the Region staff and provides technical guidance and direction on agency access policies;
- Train to verify the installation and construction of permitted accesses and assist in delegating inspection duties to appropriate CDOT personnel, or to outside licensed professionals;
- Assist in the administration of the Utility/Special Use program;
- Train to assist in formulating special terms and conditions for the issuance of each individual utility/special use permit based upon evaluation and collaboration with staff and legal counsel;
- Assist in authorizing utility/special use permit to fully define the responsibilities of the Permittee, and to define the final access product;
- Train to strategize requirements for medium and simple access permit application submittals;
- Works with Statewide Outdooring Advertising Coordinator to complete yearly inventory of all permitted billboards in Region 4;
- Other duties as assigned
Work Environment: - Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday
Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights Minimum Qualifications (Administrator I)
Annual Salary-$46,092.00 - $53,004.00 Bachelor’s degree in urban, city, regional, or transportation planning, land use/development, engineering, engineering technology, business, public administration, or a field closely related to the major job duties.
Minimum Qualifications (Administrator II)
Annual Salary-$48,396.00 - $55,644.00 Five (5) years of professional experience where the primary job function was performing urban, city, regional, transportation planning; land/community development; access/permitting; highway transportation engineering design experience; or similar planning or permitting experience.
OR Bachelor’s degree in urban, city, regional, or transportation planning, land use/development, engineering, engineering technology, business, public administration, communications, public relations, journalism (and related writing degrees) or a field closely related to the major job duties.
AND One (1) year of professional experience where the primary job function was performing urban, city, regional, transportation planning; land/community development; access/permitting; highway transportation engineering design experience; or similar planning or permitting experience.
Substitution A Master's or Doctorate degree in one of the fields of study listed above will substitute for the experience.
