Job description
Culmen International LLC is seeking a Security Analyst to provide facility security support to a government program office. This position is located onsite at Fort Belvoir, VA.
Qualified candidates will have experience supporting a Program Management Office. Prior work with the Army or SOCOM is preferred.

- Track all security related items, maintaining documentation of media control, data transfers, visitor control, security files, handling and processing classified documents, and other security support activities as assigned by the government Security Manager.
- Process personnel checking in and out of the organization. This support includes: reviewing and filing new hire documents for accuracy and completion; reviewing security related documents for accuracy; processing access requests (e.g. building, space), and ensure all Government materials are returned upon exit from the organization.
- Perform data entry to the current personnel security database and maintain personnel security files for all personnel supported by the Command Security Division.
- Conduct security and data management and administrative support related to security processes and procedures.
- Perform clearance checks, pick up a clearance for a new hire, terminate/release clearance, process visit authorization request (VAR)/Pass clearance using both DISS, JADE and Scattered Castles. Review these databases on a regular basis and rectify any discrepancies.
- Provide follow-up clearance report status on processed clearances to managers for specific contracts.
- Provide support for security violations and incident reporting and investigations.
- Provide support for creating and processing DD-254 forms for both prime and subcontractor vendors supporting the program office. Assist in providing security oversight for prime contractors via DD254 and/or other contractual methods.
- Onboard and document new employee clearance indoctrination briefings, exit interviews and debriefing, travel briefings and reporting.
- Assist with building and maintaining the Insider Threat Program.
- Provide support for maintaining all security documentation and files in accordance with program requirements.
- Advise personnel of their reporting requirements, both personal/administrative and compliance/incident-related reports in accordance with program requirements.
- Interpret government policies for the development and implementation of security plans and procedures in accordance with program requirements.
- Maintain a working relationship with other Federal Agencies and each contract’s security office for processing and maintaining contractor clearances or suitability determinations.
- Update and maintain security plans, procedures, and instructions in accordance with program requirements.
- Prepare for, attend, participate in, and provide follow-up support, as needed, at meetings, conferences, seminars, conventions, IPTs, program acquisition/commodity group working group meetings, and semi-annual programmatic reviews.
- Prepare, update, maintain, and present program and project security briefings using a standard format.
Work closely with Assistant Product Managers (APMs) in support of specific programs. - Adhere to the USSOCOM Personnel Directives provided by the requiring office.
- Serve as the alternate Facility Security Manager and be familiar with day-to-day operations within a secure working environment.
- U.S. citizenship.
- Current TS/SCI security clearance.
- Master's degree in a field related to National Security. Six (6) years of Security experience, and three (3) years of relevant experience supporting a program management office or capabilities development office in any related field.
OR
- Bachelor's degree in a field related to National Security. Eight (8) years of Security experience, and five (5) years of relevant experience supporting a program management office or capabilities development office in any related field.
- Tradeoff Education/Experience Requirement: Associate’s degree or professional certificate in a field related to Security, as well as ten (10) years of Security experience and seven (7) years of relevant experience supporting a program management office or capabilities development office in any related field.
- Familiarity of Intelligence Community Directive (ICD) manuals, and have experience with self-assessments, formal assessments and inspections.
- Working knowledge of DoD Manual 5205.07, NISPOM, ICD 705, and ICD 704.
- Five (5) years of Security experience supporting Special Operation Forces (SOF) operations is preferred.
- Training required to test for and certify for the Security Fundamentals Professional Certification. In lieu of possess the training required for Security Fundamentals Professional Certification, have the required training to certify for SAP Mid-Level Manager Certification or Special Security Officer Certification.
- Familiarity with DoD Directive (DoDD) 5000.01, The Defense Acquisition System; DoD Instruction (DoDI) 5000.02, Operation of the Defense Acquisition System, DoDI 5000.64, Accountability and Management of DoD Equipment and Other Accountable Property as they apply to USSOCOM Directives 70-1 and 71-4, as well as all of the associated references listed within.
