Overview:
The Integrated Operations Support Division at the Oak Ridge National Laboratory (ORNL) seeks a full-time Industrial Controls Systems Engineer to work with staff across the Facilities and Operations (F&O) Directorate and ORNL to provide technical solutions for integration of building automation data, energy management data, and other industrial control systems.
The successful candidate will have a lead role in overseeing compliance and assisting with cybersecurity questions and decisions related to the industrial controls network. This position is a liaison to IT resources and interfaces with system and data owners for various functions across ORNL. The position is also responsible for the architecture, design, and delivery of the Central Energy Data System (CEDS). The system houses data required to support lab-wide energy reduction goals, operations information, and research. The system consists of networked meters, switches, equipment, and enterprise software components to monitor, trend, and manage the historical and real-time energy data across the Department of Energy’s largest multi-disciplinary research laboratory.
Major Duties/Responsibilities:
Provide oversight of industrial control systems network and cybersecurity compliance for Facilities and Operations systems.
Administer and implement changes in energy management systems and lead integration projects involving facility and energy data systems.
Manage the Central Energy Data System (CEDS) and its components that are used for meter integration, data logging, analysis, reporting and alerts. Meter types include electrical, water, steam, and gas.
Support and direct vendor application and support engineers to resolve site-specific difficulties during new site commissioning and system extensions/upgrades as well as issue resolution with existing systems.
Design, develop and maintain facility metering projects for electrical and mechanical utilities and facilities. Responsible for facility metering program procurement, installation, commissioning, and management.
Responsible for working with other organizations to troubleshoot metering communications, network, register and configure meters and devices on the network. Work with ITSD and I&C technicians to troubleshoot and resolve communications issues.
Perform field work required including interfacing with craft and supervisors on meter installation and repair.
Analyze and resolve broad ranging issues with non-functioning systems and help customers maintain the reliability and performance of their systems. Issues range from software, hardware, internet/intranet, networking and communications to product and electrical metering applications.
Develop and recommend solutions as well as product enhancements to metering projects to include both electrical and mechanical systems and components.

Basic (Required) Qualifications:
Bachelor’s degree in electrical, mechanical or computer engineering or related field
A minimum of five years of experience as a Systems Engineer in electrical/mechanical metering systems.
This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
Preferred Qualifications:
One plus years of experience in electrical facilities maintenance is desirable
Basic knowledge and understanding of systems management, Windows servers and administration, TCP/IP networking, Industrial protocols such as MODBUS and BACnet.
Basic knowledge of cyber security, especially in the operational technology/industrial controls realm.
Possess a demonstrated knowledge of Schneider Electric Power Monitoring Expert (PME)
Possess an understanding of power systems and electric/electronic metering principles
Understanding of basic networking architecture, hardware, security and operating system configurations
Experience in software, hardware, networking, database and/or system troubleshooting, diagnosis and problem solving
Understanding of electrical safety, power quality and knowledge of electrical power industry
Knowledge of Schneider Electric Power Monitoring and Control products
Knowledge of setting up and troubleshooting field hardware such as protocol converters, meters, power distribution units, UPS, generators, etc.
Excellent written and oral communication skills
Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory
Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
