Description

The Department for Medicaid Services (DMS) provides health care access for eligible low-income residents of Kentucky including children, families, pregnant women, the aged and the disabled as well as a number of programs and services directed at specific eligibility and medical needs. DMS strives each day to meet the mission of the Cabinet for Health and Family Services to be a diverse and inclusive organization providing programs, services and supports that protect and promote the health and well-being of all Kentuckians and their communities.


The Policy & Research Consultant will conduct highly complex and extensive research and analysis of policy issues for the Department of Medicaid Services (DMS). This is an exciting opportunity to be a part of in depth research and analysis as well as review and development of policy changes in the Department for Medicaid Services.

Responsibilities and duties include but are not limited to:

• Performs highly complex and extensive research and analysis of policy issues for DMS using advanced research techniques.
• Performs highly complex research, policy planning, analysis to address and identify opportunities for cross- Cabinet strategic collaboration
• Monitors ongoing projects for alignment across the cabinet and department.
• Plans, organizes, participates, and makes presentations to officials, stake holders, local and national partner agencies, and other entities.
• Collaborate with data experts to analyze trends, assess current situation, and formulate plan to reach future goals.

Preferred Knowledge/Skills:

• Research and analysis experience related to Medicaid or health care
• Extensive Microsoft Office experience
• Public Speaking skills
• Excellent oral and written communication

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree in engineering, social work, public administration, public relations, accounting, education, business administration, public health, public health administration, biology, epidemiology, health care administration, psychology, sociology, anthropology, or a related field.

EXPERIENCE, TRAINING, OR SKILLS: Five years of professional experience in the development, research, planning, or analysis of public utility policy issues, Cabinet for Health and Family Services policy issues, or human services policy and/or research and data analysis to include health departments or other related organizations.

Substitute EDUCATION for EXPERIENCE: A master's degree or doctorate (JD, PhD, MD/DO) will substitute for the required experience on a year-for- year basis.

Substitute EXPERIENCE for EDUCATION: Additional professional experience in the above areas will substitute for the bachelor's degree on a year- for-year basis.

Working Conditions

Work is primarily performed in an office setting. Some travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
