Job Duties
Salem Residency is seeking a motivated leader to provide daily oversight of contractors performing maintenance activities within the residency, and staff members performing monitoring of contractors. Will manage, evaluate and document contractor performance to ensure work is performed according to contracts. Oversees the review and inspection of completed work and communicates with contractors to discuss contract questions and resolve conflicts. Reviews projects with various individuals, including contractors, prior to work beginning or work orders being issued. Assists with the maintenance of the contract department files and records and assures the information is accurate and up to date. Performs maintenance contract development by providing scope, compiling/reviewing maintenance and response contracts; developing/recommending improvements to contract services; and developing maintenance contracts from bidding stage through final contract payment. Prepares cost estimates; processes accounts-receivable transactions; inspects/reviews damages and provides estimates for reimbursement of repair expenditures. Calculates/verifies contract pay items; establishes pay item quantities, calculates proposed quantities, verifies pay item quantities and verifies payments to contractors;
Assists in and/or develops the scopes and contract assemblies and monitors Residency-wide contracts which may include litter pickup, mowing, hired equipment with operator, pipe flushing, etc. Provides coordination for materials, equipment and labor for various contracts as well as assures contract work is in compliance with all safety regulations and agency standards by overseeing operations.
Documents and resolves routine contract issues, establishes pay item quantities and verifies payments to contractors. Monitors contract expenditures and provides input and field data to develop maintenance contracts. Assists in the development and management of snow removal and emergency operations contracts. Assists in obtaining donated rights of way for maintenance projects. Coordinates with area headquarters personnel, District Environmental, and District Drainage sections to establish and maintain proper reviews, approvals, and documentation for maintenance projects.
Oversees all contract and project files for accuracy and assures all documents are included in the files. Assists with maintaining and updating the Residency Project Spreadsheet with accurate project information. Participates in meetings and provides updated and accurate information on projects and contracts to Residency Management. Works closely with the Residency Business Office on purchase orders and payments on all projects to assure the Residency is meeting all procurement requirements.Develops and maintains various spreadsheets, as assigned. Assists with the M7B process for the Residency and works with the area headquarters and Residency personnel to assure all information is accurate and updated and deadlines are met. Assists contractors with signing up in Plow4VA. Meets with various individuals including VDOT employees, citizens, contractors and public officials and represents VDOT in a positive and professional manner.
Supervises Residency Contract monitors to include leading, training, developing performance, delegating and assigning work, providing feedback and evaluations, and disciplinary engagement as necessary. VDOT is an emergency response agency and this position is key to fulfilling this agency requirement. This position can be called upon to work outside of normal work hours during emergency operations such as inclement weather, flooding, and/or traffic incidents.Minimum Qualifications
•Field experience in highway maintenance and construction;
Knowledge of contract development, administration and monitoring;
•Knowledge of roadway maintenance and construction operations, equipment, materials and techniques;
•Knowledge of federal, state and transportation rules, regulations and policies;
•Knowledge of procurement practices;
•Skill in the use of computers and software applications (MS Office, automated financial system, cost estimating);
•Ability to direct, evaluate, supervise others, make assignments and develop staff, oversee/support contractor and crew operations;
•Ability to develop contract specifications, scopes of work, engineering estimates, and to perform mathematical calculations;
•Ability to develop, read, interpret and apply maintenance contracts, plans and policies;
•Ability to gather data, analyze problems/make logical decisions, document and communicate performance results;
•Ability to identify solutions to support residency goals and objectives;
•Skilled in effective communication;
•Valid driver’s license;
•Must be able to obtain CDL within 11 monts of hire.
•Must be able to obtain and maintain certifications used in roadway maintenance, construction and environmental work, such as for land disturbing activities, and as determined necessary by the Residency leadership.
Additional Considerations
•Experience in contract advertisement, bidding procedures, emergency procurements;
•Experience administering maintenance contracts, and monitoring contractor performance;
•Experience in scheduling and coordination of multiple contractors on individual maintenance and emergency projects and overseeing the work;
•Experience supervising staff and evaluating performance;
•Experience with government procurement practices, including purchase orders, work orders and contractor payments;
•Experience with M7B process;
•Knowledge of state permit process related to roadway construction and maintenance activities;
•Project Management experience;
•DEQ Erosion and Sediment Control certification.;
•VCA certification.
•Commercial Driver’s License (CDL).
