Alameda County Health Care Services Agency’s Human Resources Division is recruiting for a project-provisional Management Analyst

We are seeking a compassionate, innovative professional with a great understanding of research and analysis, and the ability to utilize data and problem-solve.

$84,822.40 - $113,692.80 Annually

This is a provisional-project recruitment.

*Provisional Appointments: For a provisional appointment, a civil service exam is not required. However, to obtain a regular position, the appointee will need to compete successfully in a County Exam when open.

Project positions are generally for a specific, limited duration. Projects can last for five years but may be shorter depending on the project. Newly hired incumbents in project positions do not qualify for retirement benefits.

This position requires CA residency.

After satisfying a training period, an Alternative Work/hybrid schedule will be offered.

With a 2022-23 FY operating budget of $1.03B, the Alameda County Health Care Services Agency (HCSA) employs more than 1,700 staff working across four departments: Behavioral Health, Environmental Health, Office of the Agency Director , and Public Health. Major cross-cutting programs cover homelessness, school district partnerships, emergency management, and services for the uninsured.

HCSA Human Resources Workforce Planning and Development Unit

THE POSITION

Under direction of the Workforce Development Manager, plans, designs and conducts operational, policy and programmatic studies and analysis; recommends and assists with the implementation of program, policy and procedure modifications; assists with the general administrative support within HCSA HR Workforce Planning and Development Unit; and does related work as required.

THE IDEAL CANDIDATE

• Technically adept analyst with experience in planning, designing and conducting operational, policy and programmatic studies who have polished their skills to perform complex data gathering, research, analysis, and reporting using technology; and who keeps up with current developments and trends in the field of public service and particularly, public service human resources.

Distinguishing Features:

This Management Analyst position will independently perform sophisticated research and a variety of operational and policy analysis activities designed to maximize resource utilization and operational effectiveness at HCSA HR. The incumbent will develop, implement and manage all workforce analytics functions, results-based accountability efforts and assist in ongoing strategic planning process.

Major Tasks, Duties and Responsibilities:

• Plans and designs analytical studies to be performed as it relates to Human Resources Operations, including payroll outputs, employee surveys, employment records and trends, exit interviews; defines and clarifies problem areas; evaluates and determines research methodologies; identifies data sources and designs survey instruments; establishes timeframes for study completion.
• Assembles required data; designs and write database queries; designs questionnaires, conducts interviews, makes observations, researches files and literature, surveys other organizations, and documents findings.
• Collects and analyzes recruitment information and practices, including motivation, retention, turnover, and compliance; utilizes computer based and statistical techniques where appropriate; evaluates alternative solutions and makes recommendations.
• Makes recommendations for optimizing and implementing new data processes and systems; assists with identifying short and long terms goals; prepares narrative and/or statistical reports, including implementation strategies; makes presentations to Senior HR Leadership, Department and/or Executive Leadership.
• Applies knowledge of Human Resources business processes/systems/information; utilizes existing data and tools to provide accurate human resources analytics in support of effective management decision making.
• Designs and manages the development and delivery of management reports, analytics and executive summaries for key processes.
• Responds to information requests for data, from internal teams, agency managers and leadership.
• Participates in various Human Resources operational and functional process and performance improvement projects; leads specified improvement projects.
• Leads policy and process development efforts related to workforce analytics; ensures accuracy and completeness of reporting process documentation.
• Keeps up to date with new methodologies and technologies in the workforce analytics field.
• Conducts complex internal and external research and completes management summaries; manages the best practice review for workforce analytics functions.
• Ensures the integrity of data used for workforce analytics functions by conducting regular audits.
• Reviews pending HR related legislation and regulatory changes at the State and Federal level and/or administrative policies at the County level and analyzes their impact on existing policies, processes and procedures; recommends modifications or development of policies or procedures, as appropriate.
• Performs other duties as assigned within the classification.

MINIMUM QUALIFICATIONS

EDUCATION: Equivalent to graduation from a four-year accredited college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, or a field related to the work; AND,

EXPERIENCE: Equivalent to three years of full-time professional level experience in independently providing complex administrative or management services, including planning, organizing and conducting high level administrative, organizational or related studies, preferably in a public agency setting.

(Additional professional or paraprofessional administrative services experience may be substituted for the education on a year-for-year basis.)
