What You'll Do in This Position
This position may be eligible for a hybrid work arrangement of up to 50%.
Under the direction of the Compensation Manager, performs design, development, implementation, and administration of total compensation programs to include:
- Base pay structures
- Job hierarchy/descriptions/evaluations
- Market analysis
- Variable pay programs
- Salary Increase Funds and Implementation (e.g. merit charts and step progressions)
- Internal guidelines and communication tailored to multiple levels of the organization
- Policies and procedures
- Offers
- Compliance with applicable laws, including Federal Acquisition Regulation (FAR)
Involved in the planning, developing and coordinating of compensation management programs for exempt and nonexempt employees.
Provide comprehensive support, direction and leadership in the implementation and maintenance of human resources programs within a specialized human resource function or in support of a field operations organization.
Plan and coordinate centralized administrative support services in the area of Benefits, Compensation, HR Operations, Staffing, HR Policy/Employee Relation, Labor Relations, Talent Management/Education Outreach and/or Diversity/EEO programs. Those support services include, but are not limited to:
Provide counsel, complex policy interpretation and administrative services for the consistent maintenance, operations, and improvement of all HR sitewide programs and practices.
- Develop and maintain consistency in the application of policies and practices that relate to HR.
- Resolve job-related employee problems and concerns.
- Counsel employees experiencing personal problems which may affect the safe performance of their jobs as well as their physical and mental health.
- Establish HR operations support programs for individual divisions in such areas as staffing, merit plans, benefits administration, employee communication, constructive discipline, and professional development.
Plan, design, develop, coordinate and maintain compensation management systems for exempt and nonexempt employees.
Plan, design, develop, coordinate and maintain an employee benefits program and a system to maintain complete and accurate personnel data records.
- Influence the design and development of HR programs that empower individuals to reach their full potential in support of the SRS mission.
- Work with external vendors/consultants in design/development and implementation of site programs, from both a strategic and activity level. May be assigned responsibility to oversee benefit contractors.
- Act as Lead in special projects and often for day-to-day operations.
- Regarded as Subject Matter Expert (SME) in field of expertise.
- Provide advice and counsel to management and HR on matters that are beyond the normal scope of operations.
- Serve as point of contact for HR related issues.
Security Clearance Information
SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. Qualifications We Require
High School Diploma, GED, or other equivalent State Credential
Qualifications We Desire
College degree preferred
WorldatWork Certified Compensation Professional (CCP) is beneficial.
Substantial experience designing and implementing total compensation pay programs preferred. Experience with compensation programs under government contracts is beneficial.
Experience working with salary surveys – assessing benchmark positions, aligning company positions to survey matches, submitting data to surveys, analyzing survey results and developing and performing analysis of company position to market data is beneficial.
Possess strong personal computer skills utilizing any number of generally accepted/available software applications to perform word processing, database management, spreadsheet, and graphics functions. Advanced experience with Excel and Access products is beneficial.
Experience with PeopleSoft or similar HRIS COTS products. Experience with developing and using queries to extract information is beneficial.
