Job Description and Duties

This is a remote-centered telework position that will telework 95% of time. A teleworker is considered Remote-centered if they work fifty percent (50%) or more of their time from an alternate work location.

The reporting location for this position is Sacramento. Alternate reporting location of San Francisco or Los Angeles is available upon request.

The Electrical Undergrounding Division is seeking a Utilities Engineer to work on a pioneering effort to develop policy and oversee implementation of electrical corporations’ efforts to reduce utility-ignited wildfires through undergrounding overhead circuits.

The Electrical Undergrounding Division is responsible for driving electrical corporations to be smarter and more efficient in how they target wildfire mitigations so that they operate more safely. To do this, the division will define guidelines and evaluate the electrical corporations’ 10-year electrical distribution undergrounding plans to ensure that they are reducing the risk of wildfire from utility-owned assets while increasing the reliability of the system.

Under the general direction of the Program and Project Supervisor of the Policy section of the Electrical Underground Division, formed pursuant to SB884, the incumbent will assist the development of technical guidelines and protocols, the technical evaluation of utility distribution undergrounding plans, and ongoing monitoring of the consistency of utility plan-related documents. The incumbent is a technical specialist performing complex analysis that requires specialized knowledge and abilities pertaining to the development of utilities’ 884 electric distribution undergrounding plans for protection against and prevention of wildfires throughout the state of California.

This position will assist the development of those guidelines and the evaluation and assessment of the undergrounding plans submitted by the electrical corporations. Specifically, the Utilities Engineer will assist in the effort to design an analytical framework that will support the decision of the utility to spend billions of ratepayer dollars undergrounding thousands of distribution circuits over a 10-year period. This is a first-in-the-nation program. This position will assists in driving a collaborative effort among stakeholders and sister agencies to develop a program that has substantial risk, reliability and cost benefits.

A brand-new division, the Electrical Undergrounding Division is looking for people who want to help create new systems and policies. In-depth knowledge of undergrounding is not required, but the desire to learn and the ability to dive into complex problem solving is.
