Job Duties:

The Police Supervisor (Sergeant) position is that of an entry-level supervisor performing standard law enforcement work on the University's campus. Officers are responsible for enforcing state and local laws and University policies as they pertain to law enforcement. Officers are empowered with full law enforcement authority and are charged with the responsibility of the apprehension of criminal offenders, criminal investigations, traffic enforcement, and warrant/summons service. Officers are responsible for deterring crime, maintaining the peace, protecting lives and property, proactive patrol, and responding to calls for service within the University Community. This will be accomplished by such means as high visibility patrol, intervention in criminal acts in progress and investigation of criminal violations, etc. This position may require assignment to duties in Patrol Division, Investigations Unit, Community Affairs Unit, or Administration and Training. This position is also responsible for the first line supervision of other sworn or non-sworn, non-supervisory police officers to include managing staffing, performance management and evaluation tasks, career development, other associated supervisory tasks, and other tasks or directives that are approved by other, higher-ranking officers.

Provides guidance to help ensure all actions taken by officers on their shift are in accordance with the following: North Carolina General Statues concerning criminal law, motor vehicle law, and other statues related to law enforcement such as alcohol control laws. Local ordinances. Federal laws. University policies concerning parking and traffic regulations and the student disciplinary code. The measures taken to help ensure that employees' actions are consistent with the above stated guidelines are as follows: Direct observation of employees during the shift's tour of duty. Preliminary Investigation of allegations of conduct in violation of these guidelines. Examination of indicators such as conviction rate, sick leave records, submitted reports, etc. Provide input to the Watch Commander/Lieutenant concerning shift and Department operations.

Brief subordinates at the beginning of each shift. The briefing shall include the following information: Criminal activity occurring during the preceding shift and week. Review of information from the roll call log. Discussion of new policies, procedures, or directives. Obtain feedback from shift officers involving concerns, suggestions for improving shift or Departmental functions, act. Inspect the personal appearance and equipment of shift employees on a daily basis to ensure they meet Departmental standards. Ensure that Departmental vehicles are maintained and utilized in accordance with Motor Fleet Management policy.

Testifies in court as needed. Presentation of evidence shall consist of the following: Oral testimony of facts concerning the case. Presentation of physical evidence. Evidence shall be presented in accordance with guidelines set by North Carolina criminal procedure. Monitor the receipt, service, and return of warrants, summonses, and subpoenas. Assist officers in the preparation of arrest and search warrants.

Attends training in criminal law, community-oriented policing, first responder/ CPR , deadly force decision making, Departmental policies and procedures, and other classes as may be required by the Chief of Police.

Ensure that subordinates are deployed in such a manner so as to provide the campus with the most efficient and effective patrol. Patrols University properties, investigates motor vehicle accidents, performs traffic management, safeguards property that may be damaged as a result of accidents or criminal conduct, acts as a first responder to sick or injured persons, investigates any and all types of extraordinary conditions or unusual circumstances that may occur on a University campus, and completes official reports. Enforce state laws and University policies, assist in the apprehension of offenders, assist in the investigation of crimes, and deter criminal activity through high visibility patrol. Periodically check physical structures on the campus to ensure the security of University property is maintained.

Evaluate subordinate's job performance in accordance with the ECU Personnel Policy and the Career Banding Salary Administration Plan and ensure that records are kept in accordance with policies. This position is accountable for providing career development guidelines and consistent use of Pay Factors in making compensation decisions and recommendations for advancement within career banded roles. Identify weaknesses in the job performance of subordinates and take appropriate corrective action that may include additional training for the employee, proper documentation in the personnel file, and /or disciplinary. Monitor the ongoing field training and progress of new employees.

Review all written reports and documents submitted by subordinates to include: Preliminary investigation reports. Supplementary investigation reports. Arrest reports. Missing person reports. Operation reports. 96-hour D.A. reports. Recovered/Seized property report. DMV accident report. State citation. Departmental forms such as the daily report, police journal, radio log, campus citations, etc. Reports are examined for legibility, grammar, spelling, accurate presentation of facts, comprehensiveness, and proper format. Assume the duties of Watch Commander/Lieutenant as needed. Properly identify cases that should be turned over to a Detective for further investigation. The Sergeant is responsible for ensuring that all investigations conducted by subordinates are completed in accordance with legal guidelines set forth through state and federal law.

Other Duties: Responsible for the completion of any special projects or other duties assigned by the Director or Deputy Director. Duties may include assisting in special events, or other additional functions appropriate to the position.

Minimum Education/Experience:

A minimum of an associate degree (or 60 hours of college credit) and 4 years of sworn law enforcement officer experience. Current certification from NC CJETSC as a commissioned police officer or certification eligible within an agency specified timeframe.
