Under the general supervision of the Hazardous Materials Business Plan (HMBP) manager, the HMBP Chemical Inventory Specialist performs professional duties across the UCSD organization in support of Environmental Affairs, Hazardous Materials Business Planning, Chemical Inventory Program, hazardous materials and emergency response, Knox Box Program, emergency access, and emergency information systems. Using Computer Aided Drawing (CAD), California Environmental Reporting System (CERS), Geographical Information System (GIS) and customized database software, the incumbent creates Hazardous Material Business Plan Maps for the County of San Diego environmental regulators to support public safety and hazardous materials and environmental compliance/protection programs. Responsible for the supervision of student employees who support the Chemical Inventory Program for campus. The HMBP Chemical Inventory Specialist provides assistance to university faculty, researchers, staff by reviewing hazardous materials and providing guidance on appropriate classifications, storage, segregation and disposal.
Provides hands-on training to EH&S emergency responders on emergency response equipment to support First Responder Operations, First Responder Awareness, and Industry Technician training classes. As an EH&S Trainer, provides technical expertise and guidance on hazardous materials use, handling and storage, and emergency response procedures to a diverse sector of University staff and is a resource for resolving environmental compliance issues.
Performs other related duties as assigned in support of organizational goals providing technical and professional guidance using standard and original approaches to task completion. Work is self-initiated with collaboration amongst team members, applying the most current compliance requirements and integrating a high degree of customer service to exceed expectations.
Uses applicable EH&S concepts to implement a single-function program or multi-specialty programs applicable to a variety of organization infrastructures and departments. Work is reviewed for soundness of technical judgment and for following the defined policies and procedures. Applies professional level knowledge of subject, including complete knowledge of a specialty area within single academic / occupational discipline. Decision-making takes into account established procedures, relevant laws, regulations and organization policy, communication / outreach, and impact on other EH&S programs.
Must be able and willing to wear personal protective equipment and respond to health and safety emergencies.
Serve as EHS Response Team member. May be requested to respond back to campus to support the EHS Duty Officer in the event of an after-hours, weekend, or holiday incident involving hazardous materials and/or for services provided within the employee's subject area of expertise
Solid, comprehensive working knowledge / understanding of a specific EH&S field including related laws and regulations, and general understanding of all EH&S fields. Demonstrated solid knowledge of and experience working within federal, state and local laws, rules and regulations pertaining to hazardous materials management and environmental compliance. Strong knowledge of county, state and federal regulations concerning chemical, radioactive and biological hazards.
Solid organizational skills to plan, organize, and prioritize multiple projects. Ability to prioritize workload to meet shifting deadlines and changing priorities with frequent interruptions. Ability to work independently exercising good judgment, take initiative, set priorities, meet deadlines and schedule tasks to complete projects effectively and efficiently with high attention to detail and accuracy
Working skills in the appropriate use of technology and relevant scientific equipment as required. Ability to complete required work tasks on a computer, including data entry, database queries, graphics, word processing, spreadsheet design and manipulation, flow chart, design etc. Solid knowledge and experience using Microsoft Word, Excel, and other MS Office products as well as data management programs.
