The Opportunity…

We are seeking a Sourcing Planner in the Division of Finance and Planning, located at 30 West Spring St., Columbus, OH 43215.

Duties include, but are not limited to:

• Independently research, evaluate, and plan a comprehensive portfolio of contracts and purchasing based on past performance, future needs, and strategic direction
• Act as the agencies administrator of solicitations and quick quotes using the State of Ohio’s OhioBuys procurement system; coordinate and complete procurement functions for DYS Central Office and assist DYS facilities and parole regions; serve as lead procurement approver for requisitions in OhioBuys
• Assist supervisors in providing and developing training and maintaining desk manuals for OhioBuys and other procurement needs for all employees; provide purchasing and contract guidance to all DYS staff
• Coordinate and complete personal service contracts, memorandum of understanding (MOU), and amendment development for the procurement of services for DYS
• Assist in the development and processing of documents for competitive opportunities, relieving the supervisor of complex administrative duties; coordinate, oversee, and process procurement of all necessary supplies, materials, and equipment for each division within Central Office
• Assist with formulating and implementing procurement policies, procedures, and job aids
• Research and respond to complex inquiries from suppliers, agency staff and other government agencies related to procurement; consult with Budgets, Grants, and Accounts Payable sections to resolve transaction errors (e.g., PO balance, coding, supplier ID); review information for DAS release and permit requests and Controlling Board requests

Qualifications

42 mos. exp. or 42 mos. trg. in purchasing/procurement/sourcing to include exp. in performing spend analysis, developing sourcing strategy & evaluating vendor performance.

Or completion of undergraduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field; and 18 mos. exp. or 18 mos. trg. in purchasing/procurement/sourcing.

Or Completion of graduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field; and 6 mos. exp. or 6 mos. trg. in purchasing/procurement/sourcing.

Or 24 mos. exp. as Sourcing Analyst, 64512.

Or 12 mos. exp. as Senior Sourcing Analyst, 64513.

• Or equivalent of Minimum Class Qualifications for Employment noted above.
