Salary: $105,750-$148,050

Qualifications:
• Must possess a bachelor's degree in Business Administration, or Human Resources Management, or proven employment experience. Master's degree preferred. • Three or more years of administrative experience including school and/or business leadership experience at a manager or director level.
• Successful experience working in a diverse organization or community.
• Such additional or alternatives to the above qualifications as the School Board or Superintendent may determine appropriate and acceptable.

Summary
Reporting directly to the Executive Director of Human Resources, the Director of Talent Management & Recruitment has the supporting authority for leading and directing the efforts of a human resources team that provides exceptional customer service to internal and external constituents. The Director of Talent Management & Recruitment supports the educational performance and financial stability of the District, providing leadership, vision, and strategic direction for the District's human resources systems, procedures and processes including recruitment, selection, induction, retention, compliance, federal and state reporting, data systems, and by completing the following duties personally or through subordinates.

Essential Duties and Responsibilities


• Creates Recruitment Strategies and forecasts district recruiting and diversified staffing needs with the ability to pivot and adjust strategies when needed.
• Responsible for networking and creating relationships with organizations that can assist in district recruitment, including recruiting campaigns and job fairs.
• Collaborates with the Communications Department to create and promote a positive ASD brand via social media and other advertisements to height district awareness and recruitment.
• Create and maintain district recruitment, interviewing, screening, and hiring policies.
• Provides support, training, and materials to school administrators and others concerning recruitment and selection practices, including applicant screening, interview processes, applicant tracking in the ATS, and timely filling of positions.
• Responsible for management of district's Applicant Tracking System, maintenance, and end users.
• Responsible for management of district's Safe School software, maintenance, and end users.
• Responsible for management of district's Recruitment Accounts.
• Create and maintain human resource departmental policies and procedures for hiring process, including on boarding.
• Coordinates substitute employee services, including the selection, hiring and orientation of substitutes.
• Supervises the collection, maintenance, and communication of employment records required by state and federal laws, local governing bodies, or other departments in the district.
• Ensures Human Resources is adhering to all local, state, and federal guidelines for employment authorization including Act 168 process, E-Verity and I-9 process, required clearances, PDE certification requirements, and any additional requirements for new hires and current employees in positions.
• Oversees and supports HR Generalist Manager with hiring, compliance, and onboarding processes and procedures.
• Oversees Human Resources onboarding and offboarding processes including final paperwork, compliance, and data input.
• Understands, supervises collection and input of information, and maintenance of school district compliance needs with PDE Certifications, PIMS Data, and PDE required clearances.
• Creates and maintains district retention plan including support, training, and materials to school administrators and others.
• Maintains awareness of legislative and other news bulletins regarding pertinent changes in laws and regulations, arbitration decisions interpreting the district's collective bargaining agreements, and language of the district's collective bargaining agreements.
• Serves as custodian of records for all employee documents, materials, and other information. Ensures that records management procedures meet all legal requirements and
implements safeguards to protect privacy, as well against loss or damage. Follows District Record Retention policy.
• Provides input and support to the Executive Director of Human Resources in the development and implementation of policies and administrative procedures relating to human resources concerns.
• Consults with administrators on human resource matters related to collective bargaining obligations and employment of regarding non-certificated employees.
• Attends regularly scheduled School Board meetings that are held in the evening/nighttime.
• Assists in the preparation of the personnel report for School Board meetings.
• Performs such other tasks and assumes such other responsibilities as may be assigned or delegated by the Executive Director of Human Resources or other designee of the Superintendent.
