Job Title: Environmental Specialist
Location: Rapid City, SD
Employment Type: Full-time
Salary Range: $56,000 - $81,000 Annually Depending on Experience
Project Solutions, Inc. is seeking a qualified Environmental Specialist to support a potential contract with the South Dakota Army National Guard (SDARNG). You will play a critical role in our team, providing expertise and guidance in various environmental tasks, including Army National Guard (ARNG) Environmental Condition of Property (ECOP) investigations, NEPA compliance, natural resource management, and related activities. Position Overview
- Collaborate with project teams to collect data record packages for SDARNG properties, including historical maps, city directories, and chain of title reports.
- Analyze and determine ECOP requirements for proposed SDARNG federal property transactions and military construction projects.
- Conduct on-site visits, document findings, and maintain photographic documentation.
- Liaise with external agencies and offices to acquire essential environmental information relevant to project areas.
- Prepare ARNG-compliant ECOP investigations and associated documents for designated properties, such as Environmental Site Assessments and Environmental Baseline Surveys.
- Assist in classifying real estate parcels into ECOP types per ASTM standards and AR 200-1 guidelines.
- Identify hazardous substances and provide guidance on landowner defense.
- Conduct surveys to assess invasive and noxious plant species.
- Contribute to the development of Integrated Training Area Management (ITAM) and the Sustainable Range Program.
- Coordinate with the US Army Corps of Engineers (USACE) and assist in obtaining necessary environmental permits.
- Provide historic preservation support.
- Lead environmental cleanup site assessments.
- Manage inventory and permits for aboveground storage tanks (ASTs) and underground storage tanks (USTs).
Required education, knowledge and skills
- Bachelor's degree in Environmental Science, Environmental Engineering, Natural Resource Management, or equivalent combination of education and experience preferred.
- Professional certification or licensure in environmental management or a related field preferred.
- Minimum of 3 years of experience in environmental consulting or related roles preferred.
- Knowledge of federal, state, and local environmental laws and regulations.
- Strong analytical and problem-solving skills.
- Excellent communication and interpersonal skills.
- Ability to work independently and as part of a team.
- Proficiency in using environmental assessment and management tools and software.
- Experience in conducting field surveys and assessments.
