This position will work a hybrid schedule which includes a combination of working both onsite in La Jolla and remote. This is subject to change due to business needs.
Under general supervision of the Finance Manager, the Fiscal Specialist is responsible for sponsored project administration for the SIO Biology Section. Working directly with PIs, responsible for Federal and State funded post award contract and grant administration in areas of accounting, Oracle procurement, Concur travel and procurement card (P-card). Responsible for UC Path funding entry updates for bi-weekly and monthly employees as well as direct retro corrections and justification. Review and authorize appropriateness of expenditures, availability of funds and applicable funding restrictions in accordance with University and agency guidelines (OMB A21, Uniform Guidelines, 133, 110, CASB). Provide account status to PI's for fiscal planning. Analyze financial reports and exercise judgment to solve problems for PI’s. Provide interpretation of UC, Federal and State policies in order to ensure compliance. Advise PI’s regarding agency specific guidelines, restrictions, policy interpretation, need for changes in budgeting and requirements and procedures for agency approvals. Responsible for various fiscal closing activities. Sponsored project/fund management including manage and audit P-Card program, prepare and audit travel expense activities, and initiate, review and approve procurement activities via Oracle. Provide support as needed on PO's for service allocations, differential income journals, work in progress journals and tracking revenue. Provide work direction, training and input to Fiscal Assistant 3 and students in fiscal area. Must be able to interact professionally and confidently and incorporate assertive methods of connecting with PI's, fellows, agency contacts, and other institutional financial resource offices. Work effectively in a team environment by participating in and contributing to business office procedures and policy planning. Provide fiscal advice, assistance and guidance to researchers, fellows, and other business contacts and department support staff. Act as liaison with SPO, SPF, General Accounting, OGSR, Disbursements, Risk Management, Facilities Management, VCMS and other central campus departments at UCSD, other UC campuses, other public and private institutions.
Develops research proposals, awards and/or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional and research sponsor policies. Works on proposals of moderate scope such as single investigator NSF proposals where analysis of financial information or reports requires review of a variety of factors (e.g. budgets, salaries, expenses, etc). Receives assignments on project basis and analyzes problems, gathers data and information, and recommends solutions. May be eligible for delegated signature authority. Completes and approves transactions for signature by manager or other authorized institutional official.
Bachelor's degree in related field or comparable combination of training, education and experience. Graduation from college with a major in business administration, economics, statistics, educational administration, political science, or an allied field, and two (2) years of experience in administrative analysis or operations research; or anequivalent combination of education and experience.
Understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.
Ability to perform moderately complex financial analysis and customized reporting. Understanding of financial statements. Proven skill to research, review, and analyze complex financial information, extract pertinent data, compile, analyze and present data effectively.
Demonstrated skill in projecting direct salary and related CBR (Composite Benefit Rates/fringe benefits) costs. Knowledge of payroll and personnel regulations including impact of salary scales, merits, and range adjustments. Experience in preparing short and long term projections.
Demonstrated experience with contract and grant proposal process, preparation of proposal budgets and preparation of ancillary proposal documents including Conflict of Interest forms, RES forms, cover sheets, University certifications, detailed budgets, budget justifications, research support documents, bibliographies, CVs, current and pending support forms, facilities and resources forms, animal use, human subject use, radiation and biohazard use approvals, ship time request forms. Knowledge of proposal requirements for a variety of Federal, State, and private funding agencies, including but not limited to research programs, deadlines, required hardcopy formats and electronic submittal modules such as Grants.gov and Fastlane, page limits, specific forms required, etc. Knowledge and understanding of funding agency regulations governing allowable costs to contracts and grants, and demonstrated ability to interpret policies and procedures. Demonstrated ability to interpret is required. Knowledge of and ability to interpret and communicate CAS, Uniform Guidance, A110, FDP, FAR and other policies and procedures governing contracts and grants and to solve complex problems andrecommend solutions to ensure policy compliance.
Knowledge of applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines. Knowledge of and ability to interpret OMB circulars Uniform Guidance, A-21, A-110 and other federal regulations governing contracts and grants.
Demonstrated skill in monitoring expenditures based on established budget.
Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports. Demonstrated skills using Word, Excel, Power Point, or similar programs. Demonstrated knowledge and experience using a variety of computer systems, software and database management.
Maintains current knowledge of compliance regulations in all areas of research administration.
Ability to maintain independent judgment; strong organization; communication skills; and a customer service focus.

Knowledge of various indirect cost rates and how they are applied to different funds: contract and grants, purchase orders, recharge facilities, etc.
Demonstrated ability to work as part of a team, to independently and willingly assist in other areas as needed, to accept changing priorities regularly, to perform duties not normally assigned to this position as needed or directed.
Proven ability to handle sensitive materials with strict confidentially and mature judgment.
Must be willing to work overtime as required to fulfill position responsibilities, particularly during fiscal closing.
