Purpose of Position
The FCBO is responsible for conducting acceptance and recurring tests for FlightSafety operated training devices, including the Boom Operator Trainer (BOT), part task trainers, etc., and the creation and maintenance of a master library of test documents/records for KC-46 training devices. The FCBO will maintain currency as a KC-46 flight simulator boom operator instructor, evaluate other KC-46 flight simulator boom operator instructors, and provide ground-based training for KC-46 Aircrew Training System (ATS) Flight Crew Specialties.
Tasks and Responsibilities
- The FCBO will fly quarterly on local flights under the direct supervision of an Air Force Boom Operator Instructor and must continue to maintain FCBO status while acting as a Simulator Certification (SIMCERT) Boom Operator.
- FCBOs shall meet all ground training requirements under Air Force Instruction (AFI) 11-2KC-46 series instructions necessary to accomplish required ground and in-flight training.
- FCBOs may accomplish aerial refueling, simulated emergencies, and other standard maneuvers required to compare simulator handling characteristics to that of the actual aircraft.
- As a minimum, FCBOs shall fly (as a primary crewmember) a one-hour WST/BOT profile within 30 calendar days prior to the aircraft sortie.
- FCBOs are not required to maintain aircraft currency or qualification requirements but shall comply with the physiological training requirements of AFI 11-403 along with the AETC Supplement thereto and shall possess a current FAA Class II physical.
- Flight personnel are subject to medical examination and toxicological testing if involved in an aircraft mishap.
- Contractor personnel shall provide written statements and other information relating to the mishap as required by the mishap investigator.
- Contractor statements are protected under the privileged, limited use provisions of AFI 91-204.
- Those FCBOs flying at the controls on local flights shall be designated "XB" in the crew position column and log "UB" in the duty position column.
- Works with hardware, software, and courseware development personnel to develop designs for required changes/upgrades to KC-46 ATS product baselines of configured ATS configuration items (WSTs, BOT, PTTs, lesson plans, etc.).
- Performs prototype Quality Assurance (QA) acceptance evaluations of modifications/upgrades to training devices.
- Maintains a working knowledge of 14 CFR Part 60 and ARASQ. Supports ATP editing during initial acceptance focusing on “requirements compliance”.
- Interfaces with instructors, maintenance personnel, Company management, simulator manufactures, subcontractors, aircraft and aircraft systems manufacture concerning training device systems and related equipment.
Tasks and Responsibilities Continued
- Maintains ATS training device Approval Test Guides (ATGs), Acceptance Test Procedures (ATPs) and Standards documents through record keeping of training device test results and ancillary records and correspondence.
- Acquires and maintains a working knowledge of KC-46A aircraft and training device test data analysis methods and performs flight test and unique training device test procedures to ascertain quality and performance of training devices, including visual systems, motion systems, control loading systems and latency to meet required FAA and Company standards.
- Performs training device QA function for training device maintenance including trend analysis, modification installations, equipment updates, and scheduled/unscheduled maintenance tasks.
- Investigates all Deferred to Test (DTT) training device discrepancies and assists in the development of test procedures for changes and upgrades to training devices.
- Serves as KC-46 Subject Matter Expert (SME) for courseware development, students and Company personnel, as required and assists in the development of metrics to measure the quality of ATS program elements (e.g., training devices, software, courseware, instructional delivery, technical documentation, etc.).
- Conducts boom operator training in tanker operating procedures using the classroom, training systems, and devices such as Computer Based Training (CBT), Boom Operator Trainer (BOT), Fuselage Trainer (FuT), Weapon System Trainer (WST) and the KC-46 aircraft.
- Evaluates, diagnoses, critiques student performance, identifies learning difficulties, recognizes objectives not accomplished and prescribes remedial instruction.
- Maintains a high level of subject knowledge, instruction capability, and expertise.
- Conducts briefings and debriefs.
Minimum Education
Associates Degree required. Bachelor’s Degree w/ emphasis in aeronautical, electrical or mechanical engineering is desired or other related field or equivalent combination of education and training is desired.
Minimum Experience
- Ten (10) years of experience as military crewmember, including two (2) years of flight instructor experience as an in-flight refueling specialist.
- Recent KC-10 or KC-135 experience required.
- Recent KC-46 Boom Operator experience desired.
- Special emphasis is placed on experience in simulator testing and engineering knowledge pertaining to visual systems, motion systems, control loading, latency, and test equipment.
Knowledge, Skills, Abilities
- Ability to fluently read, write, speak and understand English.
- Actual flight test experience related to flying qualities and performance is desired.
- Excellent written and verbal communication skills.
- Ability to effectively present information and respond to questions from customers.
- Working knowledge of software applications, WordPerfect, Microsoft Project, Access, Excel and Word.
- Basic knowledge of DOD and military standards relating to the acquisition and/or development or modification of training devices and the contractor logistics support of training systems.
- Working knowledge of current Federal Aviation Administration (FAA) Advisory Circulars AC 120-40, AC 120-45 and related requirements.
- Ability to obtain SECRET security clearance.
Physical Demands and Work Environment
While performing the duties of this job, the teammate is regularly required to sit, use their hands and fingers, to handle or feel; reach with hands and arms; and talk or hear. The teammate must occasionally lift and/or move up to 20 pounds. The teammate must have close and distance vision and the ability to adjust focus. The noise level in the work environment is usually moderate.
