Job Summary  Reporting to the Director of Security Administration, the Parking Manager is responsible for administering all aspects of parking services, requiring thorough knowledge and understanding of Caltech’s parking processes, policies and procedures. Essential Job Duties Oversees direct reports, including the Parking Officer and the functional supervision of contract parking officers during events. Along with the Director of Security Administration, will have significant responsibility for managing security’s support of events and other gatherings on campus. Coordinates operations and activities of Institute parking programs, including but not limited to registrations, permit sales, citations, refrains, vehicle tows, impounds, reserved spaces, lot maintenance, handicapped/ vendor permits, etc., and recommends improvements or modifications. Maintains and administers a comprehensive Oracle database containing all vehicle records on campus, parking permits, payment data, citations and refrains issued, and parking space data. Administers and maintains the automated systems that deduct parking fees through the Caltech payroll and Bursar’s accounts; coordinates with the Payroll Department and the Caltech Bursar to resolve payment disputes, refunds, and other payment-related issues. Administers the sale of parking permits at the Parking Office front desk; processes and reconciles sales revenues. Administers and maintains the automated parking pay stations; collects and processes cash revenues from pay station sales. Research and compile various demographic and statistical data; prepare various reports on parking operations and activities. Assists divisions and departments with special parking arrangements for athletic events, conferences, and special events. Monitors and reviews annual budget and department expenses. Serves as liaison between the Institute and the City of Pasadena regarding parking-related issues. Provides staff training regarding appropriate enforcement for parking and related traffic ordinances, including practices and procedures of writing and issuing citations. Processes and issues quarterly billing statements for reserved permit holders who pay manually via cash or check. Administers the annual re-issuing and distribution of parking permits to the campus at the beginning of each fiscal year. Administers and coordinates any large-scale parking lot maintenance including but not limited to repaving, restriping, repairs, closures, and cleaning. Purchases and maintains an inventory of parking permits, signage, citation and refrain books, and other parking-related equipment. Coordinates maintenance and improvement of parking facilities with Caltech shops and outside vendors. Administer the internal sale of parking permits to various Caltech Departments. Perform other duties as assigned. Basic Qualifications:   Minimum of   5 years of parking and traffic enforcement experience., preferably with 1 year of supervisory or lead experience. High School Diploma or GED equivalence certificate supplemented by college-level coursework in security, law enforcement, or related field. Proficiency in the use of all standard Microsoft software (Word, Excel, PowerPoint, and Outlook), and Oracle. Ability to interact with all members of the general public, while maintaining a high degree of confidentiality. Capable of working with minimum supervision in an environment where multi-tasking is needed.   ·       Must have excellent customer service and communication skills, both written and verbal.          A background investigation and physical examination are required. Work Environment Subject to inside and outside environmental conditions. May be subject to exposure to very loud noise. Involves working in and around moving vehicles in both open and enclosed parking facilities. May be required to walk and climb stairs in parking garages. May also be required to do a varying amount of sitting, standing, or walking. Required Documents Resume
