Job Title: CADD/GIS Administrator III
Location: Salem, OR 97302
Estimated Duration: 3 months.
Payrate/Salary: $65/hr on W2
Candidate Must Be Local
Within a reasonable distance to commute to Salem, Oregon.
Working Conditions
Perform duties full-time in the office at the start, with the opportunity to migrate to a hybrid remote work agreement (see below), depending on project needs and demonstrated ability to effectively communicate/coordinate with team members and produce quality products while working remotely
Perform a high volume of detailed, technical work in a lone developer environment
Routinely work with others in development and delivery of spatial and tabular data and maps for use in resource management, regulation, and collaborative decision-making activities
Work 2 days a week in the office after working full-time in the office for a period of time in
Oregon Department of Fish and Wildlife mission is to protect and enhance Oregon's fish and wildlife and their habitats for use and enjoyment by present and future generations. Located in beautiful Salem OR, ODFW is seeking a highly skilled GIS Developer with credible references and related work samples to recreate ODFW's internal Sage-Grouse Habitat Quantification Tool (HQT) from ArcGIS 10.5 into ArcGIS Pro using disciplined software development processes. Below is a specific statement of work and the skillset we are seeking:
Statement of Work:
Primary Tasks:
Recreate ODFW's internal Sage-Grouse Habitat Quantification Tool (HQT) from ArcGIS 10.5 into ArcGIS Pro, aided by the existing system manual and users guide, and ensure the new system properly links to and interacts with internal and external data sources.
Ensure the new systems properly link to and interact with internal and external data sources.
Coordinate and perform beta and user acceptance testing, deployment and bug fixing to meet identified functional and non-functional geospatial requirements for all changes.
Update existing or write a new system manual and user guides to align with the updated/new application.
Update or create new system and database metadata
Potential Secondary Tasks (dependent upon funding and candidate skillset):
Incorporate additional enhancements as requested after performing requirements gathering. This may include:
Creating new GIS web and mobile (Survey123, Field Map) applications that meet requested specifications.
Ensuring revised and new systems properly link to and interact with internal and external data sources.
Coordinating and performing beta and user acceptance testing, deployment and bug fixing to meet identified functional and non-functional geospatial requirements for all tasks.
Update existing or write new system manual and user guides to align with the updated/new application.
Update or create new system and database metadata
Requested Skills and Experience:
A bachelor's degree in a related area
At least 5 years of experience with a working knowledge of relational databases, client-server concepts, and web site development
Expert knowledge of ESRI GIS software and applied technologies including ArcGIS Desktop, ArcGIS Pro, and ArcGIS Enterprise
Expert skills in JavaScript, ArcGIS API for JavaScript, and Python
Experience in cartography (desired)
Experience creating REST/SOAP APIs, Web Services, and/or JSON services
Experience in working with mobile applications and GPS Units
Experience developing GIS applications in a web or desktop environment
Experience developing applications using Microsoft Visual Studio
Relational database management experience with ArcSDE databases in MS SQL Server 2012 or above
Strong SQL knowledge
Experience in complex spatial analysis for natural resource projects (desired)
Experience managing geospatial databases including conversion of digital data in various formats and completing FGDC metadata
Excellent writing skills
