Job description
The Program Director is responsible for ensuring the creation of an environment conducive to the provision of service for the individuals supported by the program, including providing supervision to ensure adherence to program regulations. The Program Director is held accountable for ensuring that the program is managed and held to the highest standards. This includes clinical quality, quality assurance, financial management, funder requirements, recruitment and retention, communications, compliance, revenue cycle, and general program operations. A commitment to the RHD values should be demonstrated as job duties are performed. This is a $80,000 salaried position with generous stipends and a $5,000 sign-on bonus ($2500 after the completion of the first 90 days, $2500 after the successful completion of 6 months).

Essential Duties and Functions:
Leadership, Staff Management, and Organizational Strategy:
- Supervises program staff maintains an organizational culture and services where professionalism, quality care, employee engagement and empowerment, and services that further RHD's values are recognized and rewarded.
- Ensures that the program team is knowledgeable about the corporate strategic and service line operational initiatives and provides an understanding of each initiative and how it relates to directly to their program.
- Develops and monitors program using metrics to ensure quality staff support, oversight, and development throughout the program.
- Oversees and participates in the recruitment, hiring, training, evaluation and disciplinary process for all employees.
- Ensures program is filling staffing vacancies in partnership with the HR Team.
Quality Assurance:
- Collaborates with the Service line Clinical Directors to ensure that services are trauma informed, person centered and ensuring that the recognized best practices, including Evidence Based Practices are implemented.
- Collaborates with the Clinical Quality Team in the implementation of initiatives supporting the related RHD Strategic Objectives and other corporate wide clinical initiatives.
- Ensures that all consumers have current and appropriate ISP’s or treatment plans in place, that their needs are met, and that they are being enabled to experience the highest level of independence and/or recovery possible.
Finance, Development, and Other Operations:
- Works with program team, service coordination team, and revenue cycle team to ensure that all individuals supported have current authorizations and that all services and related notes are entered into the electronic health record timely and according to policy. Assists in the resolution of outstanding/unpaid services and claims.
- Oversees and authorizes program financial processes, expenditures and transactions, including but not limited to accounts payable, payroll, and consumer funds, to ensure compliance with established policies and procedures.
- Communicates funder/government information to program team to ensure understanding and compliance, and attend local funder/government meetings, as requested by Regional Director.
- Monitors and ensures all required, regulatory documentation is complete, accurate and submitted in a timely manner.
Essential Duties Addendum:
To support and promote the mission statement and values of the Lehigh Valley Assertive Community Treatment program. Plans, directs and evaluates the operations of the ACT and Blended Case Management Programs. Works with Team Leaders to assure adequate staff levels are anticipated and maintained providing direct service to supplement the ACT and BCM Teams On Call duties including evening and weekends.
Required Experience:
- A minimum of three (3) years of experience in direct care with adults in the following system: Mental Health, Mental Retardation, Juvenile Justice, Health Care, and Vocational Rehabilitation or , an RN or Bachelor’s degree with a major of Human Services plus a minimum of three (3) years of direct care experience and two (2) years of supervisory experience.
Required Education:
Education/Training:
- A Graduate degree in Psychology, Psychiatry, Social Work, Nursing, Rehabilitation, Education, or any Graduate degree in the field of human services.
Required Qualifications:
- Knowledge of and compliance with the State Regulations and IDS Guidelines.
- Ability to effectively use computers, pertinent technology, and mobile devices.
- Ability to effectively communicate both verbally and in written form.
- Ability to support and implement RHD values and beliefs.
- Ability to engage clients and staff in effective, therapeutic, and healthy interactions.
- Ability to effectively supervise ACT and BCM Team Leaders, emphasizing leadership development.
- Pre employment screening , as dictated by the assigned programs.
Program Summary:
Lehigh Valley Assertive Community Treatment (LVACT) is a recovery-focused, multidisciplinary, assertive community treatment programs provide intensive, individual support for people in Lehigh and Northampton counties who are working to overcome the barriers to recovery from mental illness. Assertive Community Treatment Teams provide: Psychiatric assessment, medication education and monitoring, treatment for co-occurring disorders, Dialectical Behavioral Therapy, psychosocial services and education (including Wellness Management and Recovery, SAMSHA evidence-based IMR) and intervention help strengthen the individual’s networks. Blended Case Management Services affords the collaborative coordination of services and resources supportive of recovery and growth. Individuals work with case managers to increase personal and financial independence, overcome barriers compromising access to treatment, build and expand capabilities in roles and relationships within the community and, acquire skills to support self-determination and self-management of the symptoms or challenges related to their illness. HUD funding allows LVACT to respond to the residential needs of participants who have been diagnosed with a serious, persistent mental illnesses and have histories of homelessness.
