JOB SUMMARY: Inspects and monitors land development within the watershed of the Pulaski County water supply to enforce the regulations regarding the maintenance of a clean public water supply.
ESSENTIAL JOB FUNCTIONS:
- Monitors development plans to ensure that the development meets conservation design approach standards.
- Monitors and maintains electronic files on watershed projects.
- Monitors Undisturbed Area Vegetation Management Plans for compliance.
- Reviews land development plans to verify compliance with Federal Emergency Management Agency (FEMA) regulations concerning flood plain development and Environmental Protection Agency (EPA) regulations pertaining to the Clean Water Act and Phase II rules.
- Maintains current flood plain data and maps; modifies for all adjustments.
- Reviews elevations and drainage paths for construction sites as necessary to conform to FEMA and EPA requirements.
- Conducts informational outreach sessions to inform community members about regulations and appropriate procedures for flood plain development and EPA guidelines for stormwater.
- Inspects construction sites to ensure compliance with federal, state, and local laws and requirements including the Arkansas Department of Environmental Quality, FEMA, EPA regulations, and County ordinances.
- Completes reports of inspections; records inspection results and any violation identified.
- Notifies engineers, contractors, and landowners of regulation violations; mediates enforcement issues to determine appropriate action; notifies supervisor when problems arise.
- Conducts final inspection describing compliance steps taken.
- Inspects construction sites to ensure compliance with federal and state stormwater drainage and water quality protection regulations.
- Makes planimetric determination to assist with the identification of flood plain areas.
- Monitors wastewater management plans.
- Assists with the compilation and administration of stormwater management and drainage manual.
- Evaluates and monitor best management practices ensuring compliance with field standards.
- Evaluate and monitor surface runoff loading rate plans. Oversees development rehabilitation plans if the surface runoff loading rate requirements are not being met.

WORKING CONDITIONS: Work will be performed primarily in the field. Duties will involve extensive travel within Pulaski County on a daily basis.
MINIMUM QUALIFICATIONS:
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:
- Considerable knowledge of Pulaski County ordinance requirements for subdivision development, and street/drainage design.
- Considerable knowledge of principles, regulations, and requirements of flood plain management and stormwater drainage and associated Best Management Practices (BMPs) for controlling stormwater-related water quality impacts.
- Good knowledge of current trends and practices in the areas of watershed protection and development.
- Good knowledge of the principles and practices of land use planning and development.
- Ability to read and interpret maps, deeds, legal descriptions, and other documents related to land boundaries.
- Ability to perform mathematical calculations.
- Ability to read and interpret surveys, plats, and blueprints.
- Ability to communicate effectively in writing to citizens, developers, and fellow employees.
- Ability to establish and maintain a detailed record-keeping system.
- Ability to prepare detailed written reports.
- Ability to detect discrepancies in land development from stated regulations.
- Ability to attend work regularly and reliably.
- Ability to establish and maintain an effective working relationship with developers, engineers, owners, architects, coworkers, other governmental agencies, and the general public.
- Skill in the operation of a calculator.
- Skill in the use of photography equipment. Skill in the operation of a computer.
PHYSICAL REQUIREMENTS:
- Ability to travel over construction site to inspect land development.
- Visual acuity is needed to observe field conditions and read and interpret blueprints and maps.
- Digital dexterity is required for keyboard and camera operation.
- Ability to orally communicate effectively in person and by telephone.
- Ability to operate a motor vehicle.
- Ability to work in a constant state of alertness and in a safe manner. Ability to concentrate for long periods of time.
EDUCATION AND EXPERIENCE:
Completion of college-level or technical school coursework in Civil Engineering, Construction, Environmental Science, or a related field; considerable work experience in construction inspection, land development, code enforcement, or a related area; or any equivalent combination of experience and training which provides the required skills, knowledge, and abilities.
- Employment is contingent upon the successful completion of a criminal background check and motor vehicle report.
- This position is safety-sensitive and is subject to random drug and alcohol testing.
- Must possess or be able to immediately obtain a valid Arkansas Driver's License.
- Regular and reliable attendance is an essential function of this position.
