Job description
Airswift has been tasked by one of our major Oil & Gas clients to seek a Project Engineer to join them on a long-term contract in Anchorage, AK for the Willow Project .
The expectation is that through June 2024 the role will be located part of the time at the office in Anchorage, Alaska, and part of the time at the office in Houston, Texas. After June 2024, the role will be Anchorage based.
The WOC Buildings & K-Pad Project Engineer will be supporting the following two scope groups:
- WOC Buildings scope, which contains a 500-person camp including the Willow Central Control Room (CCR), emergency response center, vehicle fleet maintenance shop, drilling cement production facilities, incinerator building, several storage buildings, central telecommunication system module, laboratory, warehouse / maintenance shop and wellhead shelters across several different phases of the project.
- K-Pad Mud Plant Brownfield Upgrades scope, which will increase the production capacity of the mud plant. Upgrades include new tanks and tank skids, new pipe rack assemblies, relocation of existing structures, electrical upgrades, new heaters, new pipeline tie-ins for seawater and mineral oil, and a new vacuum unit.
The WOC Buildings & K-Pad Project Engineer has responsibility to resolve, coordinate, and expedite issues that the Engineering Contractor is having difficulty bringing to resolution. Coordinate with both Company and Contractor Package Engineers to ensure swift resolution of design issues and technical evaluations. Coordinate with both Company and Contractor Package Engineers to receive and review engineering packages including scoping documents, evaluations, and design packages to maintain the project delivery schedule. Expedite and assist in procurement of packages to maintain schedule, coordinating with Company and Contractor personnel to achieve technical approvals and supporting the Contractor requisition process. Prepare status updates for package management to peers and project management. Manage technical support between engineering home office, vendors, and fabrication sites, chairing and attending regular update meetings to ensure timely identification and resolution of any issues.
The position will report to the Willow Operation Center (WOC) and K-Pad Project Lead.
Responsibilities: - Oversee procurement packages and required design decisions to move the packages during purchasing and delivery phase.
- Early identification of package design decisions and coordination of engineering team in bringing the issues to resolution.
- Manage the Technical Query System (Orbit), coordinate Technical Query responses, and coordinate Project Specification Deviations.
- Lead and co-ordinate the Company review of engineering packages and Request for Information (RFI) submissions. This activity includes the detailed Engineering phase and during construction / execution.
- Ensure project objectives and goals are met and project activities / work are performed and completed according to the agreed schedule.
- Manages HAZOP / HAZID close-out activities for applicable scope.
- Coordinate responses to technical audits, HAZOP findings, spec deviations as reported by QA / QC functions, construction site technical queries, etc.
- Actively support and promote ConocoPhillips Alaska IFC "Incident Free Culture" with employees and contractor's personnel.
- Ensure project activities / scope of work are according to laws / regulations and standards.
- Responsible for the development of diverse documents related to project assurance and project execution.
- Participate in project planning and contract strategy processes.

- Actively promote Company knowledge sharing; apply best practices, synergies, and lessons learned from other projects and operations.
- Site time expected (up to 25% during field construction) during installation and RFI support to construction.
Qualifications: - Bachelor's degree or higher in Engineering or related field or foreign equivalent
- 5+ years of projects or engineering experience in oil and gas industry
- Intermediate level knowledge of rules, regulations, standards, and specifications applicable for major oil & gas facility design
- First 6 months of role, travel required up to 50%. After that, travel required up to 25%.
- Willing and able (with or without reasonable accommodation) to travel up to 50% of the time the first 6 months in role with travel reduced to up to 25% after 6 months.
Preferred: - Previous experience with ConocoPhillips Capital Projects Management System (CPMS)
- Strong interpersonal, written and verbal communication skills
- Previous experience with Arctic North Slope facilities and projects
- Working knowledge of industry design and equipment standards (e.g. API, ASME, NACE, NEC, IBC, ISO, etc.)
- Demonstrated performance as part of a team working on a large project and interfacing with other project leadership.
- Demonstrated strong technical competence, understanding of operational and maintenance requirements regarding facilities and/or Brownfield design and performance.
- Strong multi-tasking skills with ability to manage multiple ongoing activities.
