MINIMUM REQUIREMENTS:

 

A bachelor’s degree from an accredited college or university and three (3) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work. 

 

A master’s degree from an accredited college or university can substitute for one (1) year of the required experience. 

 

Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

JOB DUTIES:

 

Responsible for overseeing the management and reconciliation of the department’s property assets and inventory tracking system, providing analyses, evaluation and reporting of results to management. Provides management consultant services to all divisions, advising on ways to improve inventory management practices.

 

Performs field audits of property inventory systems and data to measure and analyze potential problems. Makes recommendations, in consultation with management, based on the results of these evaluations for solutions that correct the processes, procedures or methods to collect and maintain an accurate inventory data system.

 

Conducts all necessary inventory training for personnel in the divisions and prepares detailed instructions and procedure guides for correct operation of the property inventory equipment and software. In addition, this position makes recommendations for writing and revising the Administrative Policies and Procedures related to property.

 

Reviews and evaluates the mobile PC scanner equipment and software used in conducting the inventory. Provides analyses of equipment performance, necessary equipment maintenance and contract software maintenance support, equipment upgrades and system replacement proposals.

 

Identifies areas of potential improvements in overall operations relating to asset management for the department.

 

Processes FLEET disposal requests and ensures mobile equipment meets DMS and department replacement/disposal criteria. Reviews and applies procedures for disposal of real and tangible surplus property for the department in accordance with state statutes and applicable policies and procedures. Provides the divisions with detailed written instructions on the disposal of real and tangible surplus property, processes the surplus requests and deletes assets from FLAIR within 15 days of receipt of accurate and completed documents unless there are extenuating circumstances.

 

Receives vehicle accident reports for the department and works with the divisions on insurance settlement subrogation and Notice of Claims. Submits documentation to Department of Financial Services Risk Management and the department’s Office of General Counsel. Consults with the Department of Financial Services Risk Management and the department’s legal counsel to provide detailed procedures to assist the divisions in the timely reporting of vehicle accidents, the proper exchange of documentation, the processing of insurance settlements and the resolution of potential conflicts.

 

Assists with special project analyses as required by management, such as the electronic ICR system, scanner ITLC and coordination between BSF and current inventory data.

 

Performs other related duties as assigned.
