Departmental Overview Founded in 1964, the UC Berkeley Labor Center, at the Institute for Research on Labor and Employment (IRLE), works on the most pressing economic challenges affecting working families in California and across the country. The Labor Center provides timely, policy-relevant research on labor and employment issues for policymakers and stakeholders, and conducts training for a new and diverse generation of worker leaders and students. We have an $8 million annual budget and nearly 40 diverse staff members.

Responsibilities The Operations Director will oversee and/or manage the personnel, finance, implementation of the strategic plan, development and implementation of policies and procedures, and office operations of the UC Berkeley Labor Center, which has an $8 million annual budget and nearly 40 diverse staff.
Personnel Management - Point of contact for the University's Human Resources department
- Oversee and assist in staff recruitment, selection, orientation, training, and evaluation
- Oversee recruitment, hiring, onboarding and offboarding of student workers
- Supervise Labor Center operations staff and student workers
- Oversee professional development for Labor Center staff, in collaboration with supervisors
- Monitor employee performance, including Achieve Together conversations and CX Unit employee evaluations, and provide training, direction, assistance, and counseling when necessary to program directors and supervisors
Financial Management
- Supervise the Center's Financial Analyst and oversee the Labor Center's finances, including the preparation and tracking of a multi-year budget and forecasting. This includes oversight and stewardship of all of the Labor Center's resources which include: grants (public and private sources), contracts (public and private sources), gifts, endowments, revenue, and other funding sources
- Partner with IRLE Central and campus staff who provide contract and grant and financial management support
Serve as a liaison with the IRLE Central Assistant Director and IRLE Central Budget Manager to ensure adherence to the annual budget timelines and projection update cycles, as well as other IRLE financial requirements/due dates - In collaboration with Principal Investigators, the Labor Center Financial Analyst and SHARE Research Administrator, create projections and alternate spending options on post-award administration of grants, contracts, and agreements.Ensure the terms and conditions of all awards are met and manage funds in compliance with IRLE, University, federal and state policies and regulations
- Ensure financial integrity of funds by regularly reviewing expenditures and comparing to budget and ensuring funds are not in overdraft, in partnership with the Labor Center Financial Analyst and Program Directors
- Assist with fundraising which includes providing input on non-technical portions of grant and contract proposals, overseeing grant submission process, reviewing grant reports for funders and building relationships with funders, as needed
- Provide recommendations to Labor Center leadership for short and long-term financial planning
- Oversee the Labor Center's Financial Analyst's and support staff's handling of Labor Center procurement, ensuring proper audit trail, separation of responsibilities, authorization/approval of purchases/reimbursements, tracking, escalation and reconciliation
- Oversee the Financial Analyst's management of Labor Center payroll distributions and expense transfers across multiple funding sources
- Serve as a liaison with the IRLE Central Assistant Director and IRLE Central Budget Manager to ensure adherence to the annual budget timelines and projection update cycles, as well as other IRLE financial requirements/due dates
Organizational and Process Management
- Operationalize the Labor Center's strategic planning and direction process, in collaboration with the Organizational Development Committee (ODC) and program directors
- Coordinate staff engagement, in strategic direction, and organizational development and culture activities, including staff meetings, directors meetings and retreats
- Work closely with staff across the organization to develop and streamline internal processes and policies that help engender quality, enrich organizational culture, and foster inclusion for a racially and otherwise diverse staff
- Help to ensure compliance with University regulations and procedures and provides reporting and strategic advice
- Oversee a continuous improvement program for operations and administrative processes and procedures to ensure efficient and equitable use of resources and clearly defined roles and responsibilities
- Provide recommendations to Labor Center leadership on key financial, administrative and organizational issues
Facilities and Office Management
- Supervise the Labor Center Administrative Officer 2 who serves as an IRLE Building Coordinator/Safety Manager and main point of contact for Labor Center building/safety issues, as well as for Labor Center facilities billing issues (i.e. phone lines, moving services. etc)
Required Qualifications
- Thorough knowledge of financial management, strategic planning and organizational development including financial analysis and reporting techniques; human resources and risk management planning
- Demonstrated ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports
- Proven ability to organize department work functions in an efficient and effective manner
- Experience in maintaining customer-service standards, in a fast-paced environment.
- Strong computer skills, including proficiency with MS Office, Google Suite (drive/docs/sheets), data-entry and database maintenance
- Experience with online calendaring systems, with the interest to learn new computer programs and software systems
- Demonstrated organizational and time-management skills, and ability to multi-task with demanding timeframes
- Demonstrated experience and ability to use sound judgment in responding to issues and concerns, and ability to think creatively to solve problems and develop solutions.
- Demonstrated experience to prioritize and elevate issues accordingly
- Solid communication and interpersonal skills to communicate effectively with colleagues and clients and all levels of staff, verbally and in writing
- Previous supervisory experience and demonstrated ability to work collaboratively and act persuasively
- Skill in conflict management techniques and the ability to effectively lead and motivate others
- Demonstrated interest in the Labor Center's mission
- Ability to interact with a diverse population in a dynamic work environment and to establish relationships with staff and external organizations and individuals
- Bachelor's degree in related area and / or equivalent experience / training
Preferred Qualifications
- Experience and familiarity with UC campus systems, including BearBuy, Cal Answers, ServiceNow, and other UC service systems.
- Familiarity with academic, or other complex institutions
- Experience with content management systems such as Salesforce and Oracle

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary range that the University reasonably expects to pay for this position is $99,000 - $109,000
- This is a 100% full-time (40 hours per week), career position that is eligible for full UC benefits.
- This position is exempt and paid monthly.
- This is a remote-friendly position, eligible for 60% remote capability
