Qualifications

In order to qualify for this position you must first meet the education requirement:
Basic Requirements:
A. Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
or
B. Combination of education and experience - course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.

To qualify at the GS-9 , you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-7 level in federal service having demonstrated experience with participating in designing and executing chemical analyses and experiments using laboratory techniques, instrumentation, and methodologies; analyzing and interpreting data sets, identifying trends, outliers, and potential errors; ensuring compliance with procedures and quality control standards in laboratory operations.



To qualify at the GS-11 , you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-9 level in federal service having demonstrated experience independently designing, developing, and executing complex chemical analyses and experiments using advanced laboratory techniques and instrumentation; reviewing laboratory procedures to improve efficiency, accuracy, and reliability of results; coordinating resources and ensuring project timelines and objectives are met.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This vacancy announcement allows substituting education for experience at the GS-9 and GS-11 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. You will be required to serve an initial probationary period. Current, permanent Federal employees who are selected from this announcement will be required to serve a probationary period.


Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval. Full time telework is not available; you will be required to report to the duty location.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating and selection procedures will be used to evaluate applications from this announcement. If an applicant meets the basic qualification requirements, their on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of their experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified, and 3) Qualified. Qualified candidates will be assigned a numerical score on a scale of 70-100. The Category Rating Process does not add veterans' preference points or apply the "rule of three" but protects the rights of Veterans by placing them ahead of non-preference eligibles within each quality category. For evaluating the quality of candidates for referral to the selecting official, a three-phased process will be used.


Phase 1: Applicant resumes will be reviewed by Human Resources to ensure they meet the basic qualification requirements (see definition of specialized experience). If applicants meet basic qualifications, they will continue on to the second phase. With information received from the applicant assessment questionnaire in the first phase, applicant's will be evaluated on the competencies above.


Phase 2: Candidates who pass the first phase will have their resumes forwarded to a Subject Matter Expert (SME) for a resume review. The SME will review each resume and assign a score based on the competencies listed above.


Phase 3: Candidates will be given a final score which combines the scores from the first and second phases. Those candidates who score as best qualified will be referred to the selecting official for consideration.
