General Statement of Duties

An incumbent in this classification provides professional medical exams and consultations; makes accurate diagnosis; counsels patients; determines appropriate care and treatment plans; prescribes appropriate medical treatment and medication; and creates and maintains accurate detailed records. Works closely with other department staff as well as patients, families, other medical and interagency personnel regarding patient care. May supervise assigned staff such as nurses, medical assistants, etc. Work is performed with a great latitude for independent decision making. Receives general supervision.

Essential Duties

This position works within Henrico County's Division of Fire, reporting directly to the Fire Chief. Henrico County's Division of Fire is an all-hazards fire-based EMS system. The EMS Operational Medical Director is mandatory per the Code of Virginia for an EMS agency to be licensed to provide EMS care to the citizens of Henrico County. EMS agency personnel may only provide emergency medical care and participate in associated training programs while acting with the authorization of an operational medical director within the scope of the EMS agency license in accordance with the regulations in the Code of Virginia. The County is 244 square miles with a population of more than 340,000 which can double during certain special events. The Division of Fire responds annually to more than 55,000 calls for service. The County has a wide variety of buildings including: residential, commercial, and industrial structures. The Division of Fire's 22 fire stations are staffed with 650 highly trained and certified firefighters. All field personnel are State certified firefighters and also certified to the Emergency Medical Technician (EMT) level. Over 200 are certified to provide advanced life support (ALS) services. Utilizing the above staff we provide the following services: urban and rural fire services and response; emergency medical advanced life support services and transport; specialized teams (HAZMAT, tech rescue, dive/swift water); response and recovery to natural and man-made disasters.

Thorough knowledge of medicine, including extensive knowledge and training in a relevant medical specialty based on assignment; thorough knowledge of applicable and accepted medical procedures and practices; skill in the use of medical instruments, equipment (EMS equipment), and procedures; ability to accurately examine, diagnose, counsel, and treat a diverse population of patients; ability to independently resolve complex medical issues; diagnostic skills including skills in critical thinking, differential diagnosis, and the integration and interpretation of various forms of data; sound professional judgement with demonstrated ability to consider and weigh a variety of relevant factors, synthesize multiple types of data and make appropriate decisions; ability to allow for appropriate services and treatments to designated populations based on protocols; professional integrity including the ability to maintain the integrity of confidential and/or time sensitive information and processes encountered while providing services and treatments to patients; physical ability to move very heavy weights such as an adult in medical distress; ability to provide basic life support for medical emergencies; ability to effectively use a computer and peripheral devices as well as common office equipment incidental to the job and assigned department; computer skills sufficient for accurately creating and maintaining detailed electronic medical records; strong written and verbal communication skills; excellent interpersonal skills with the ability to establish trust and interact effectively and appropriately with diverse designated patient populations; personal accountability including teamwork and establishing and maintaining positive working relationships; excellent customer service skills with the demonstrated ability to interact patiently, respectfully and with tact and courtesy with diverse designated patient populations presenting with varying levels of understanding and needs in order to appropriately address needs and issues. Grants privileges to Virginia certified advanced and basic EMS providers to practice under the extension of their VA license to practice medicine. Directs patient care of EMS providers through standing orders, protocols, and online medical control. Determines appropriate care and treatment plans (protocols) based on evidence-based research and best practices. Directs and supervises appropriate pre-hospital medical treatment and medication administration. Ensures that the agency and providers create and maintain accurate detailed patient records as required by law and practice confidentiality pertaining to patient care. Evaluates and implements continuous quality improvement program. Utilizes just cause to council EMS providers. Works with Emergency Communications to utilize, review, and update emergency medical dispatch protocols. Works closely with other County departments, interagency personnel, community partners, as well as patients, families, and other medical professionals regarding patient care. Ability to develop and deliver training to a diverse audience of County employees or citizens; ability to act independently and make decisions in critical situations. Must be able to positively and appropriately represent the County's customers and other stakeholders. May require the ability to work a flexible schedule as needed.

Minimum Qualifications

Graduation from an accredited medical school in a relevant degree/specialty program and completion of residency and one (1) year of relevant work experience; OR any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.

Requires a valid driver's license to perform assigned duties at various locations Countywide.

Must possess and maintain a current license to practice medicine in the Commonwealth of Virginia. Must possess and maintain precriptive authority issued by the Commonwealth of Virginia.

Must possess and maintain current American Board of Emergency Medicine or American Osteopathic Board of Emergency Medicine Board cerification(s) in Emergency Medical Services or be eligible for and obtain Board certification.

Must be endorsed as an EMS physician by the Virginia Office of EMS.

Must be able to lift, carry and/or move in excess of 100 pounds as needed.

Graduate degree in business, public health, emergency management, or healthcare leadership is highly desired.

Experience as an EMS agency medical director preferred.
