Job Description and Duties

Under general direction from the Information Technology Manager II (ITM II) the incumbent is responsible for planning, organizing, and directing a variety of electronic data analysis, reporting, and processing services to assist clients in meeting their program objectives. The incumbent is a highly skilled technology manager overseeing a team of software developers in a Java and Oracle based environment. The incumbent will direct legislative analysis and have knowledge of strategic and tactical planning; knowledge of Federal and State IT policies; knowledge of cost benefit analysis; ability to plan and oversee subordinate supervisors; ability to plan, schedule and oversee project tasks, dependencies, and deliverables, and to prioritize and implement activities in accordance with the department’s strategic IT plan. The incumbent assists with the bureau’s overall management, budget, and organizational objectives. The services provided include the analysis of user needs, system design, development of technical specifications, software development and maintenance, testing, problem resolution, development of user guides, monitoring the performance of operational systems, and user consulting. The incumbent provides leadership and direction to ensure effective and efficient maintenance of existing systems and development of new highly complex, statewide systems including new systems resulting from legislative mandates. The incumbent must also have the ability to oversee the work activities and deliverables of consulting personnel in accordance with contract services agreements.

Working Conditions

This position is designated for telework under Government Code section 14200 for eligible applicants residing in California and may require reporting to headquarters or field offices and facilities to fulfill operational needs. All telework schedules are subject to change and may be reevaluated at any time. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


The ideal candidate will demonstrate strong leadership characteristics and will understand organizational change management while having experience leading software development teams.
Familiarity with software development best practices and tools such as JIRA or Azure DevOps is helpful as is an understanding of Agile and or DevOps methodologies.
Knowledge of California State government procurement processes and contract management best practices is highly desirable.  
Experience designing and implementing multi-tier applications.  
Knowledge of performance, functional, and load testing processes.  
Ability to take initiative and manage multiple assignments.
