Description This is a full-time, FLSA Exempt position with Carson City Health and Human Services, located in Carson City, NV. Under general direction, plans, organizes, coordinates, supervises, reviews and evaluates the activities of the division in regard to provision of clinical and nursing services.

- Plans, organizes, coordinates, assigns, provides direction and reviews the work of assigned staff.
- Assists in the development and implementation of goals, objectives, policies, procedures, and work standards for the area of responsibility; provides input into the budget development and administration process.
- Trains staff and provides for their professional development.
- Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct the implementation of changes.
- Develops and manages program specific grants to include provision of needs assessments, program methodologies, funding requests and monitoring progress towards grant deliverables.
- Represent the division to other City departments, elected officials and outside agencies; explain, justify and defend assigned programs, policies, and activities; negotiate and resolve sensitive, significant and controversial issues.
- Manage and participate in the development and administration of the budget; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; direct the preparation of and implement budgetary adjustments as necessary.
- Coordinate division activities with those of other divisions and outside agencies and organizations; Prepare and present staff reports and other necessary correspondence.
- Participate on a variety of boards and commissions; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of nursing and clinical services.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.
- Reviews the work of supervisory and direct report staff; identifies problem areas and directs corrective action; counsels employees and initiates discipline as necessary.
- Contributes to the overall quality of the unit's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
- Responds to questions and complaints from the public; ensures satisfactory resolution; coordinates activities with those of other City units.
- Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
Typical Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and Experience: Bachelor's degree in nursing; AND four (4) years of professional public health nursing experience, one (1) year of which was in a supervisory role; OR an equivalent combination of education, training and experience as determined by Human Resources.
REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS: - Valid Driver's License.
- Registered Nurse in State of Nevada.

- Administrative principles and practices including goal setting, program development and budget administration.
- Operational characteristics, services and activities of a comprehensive health services program involving clinics and special support programs such as AIDS and home health care.
- Organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs.

SUPERVISION RECEIVED AND EXERCISED: Under General Direction - Incumbents at this level have considerable latitude in the application of departmental policy, and they follow general guidelines or professional and administrative standards in accomplishing assignments. They are responsible for planning and organizing their own workload, but ordinarily cannot change methods of their assigned work unit, established operations, or departmental policy without supervisor approval. Supervision is minimal, indirect, and usually limited to technical oversight.

Supplemental Information CONDITIONS OF EMPLOYMENT: - Unclassified employees are "At Will" and as such, may be terminated at any time for any reason, or no reason.
- Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
- Any City employee may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.
- Employees may be required to complete Incident Command System training as a condition of continuing employment.
- New employees are required to submit to a fingerprint based background investigation which cost the new employee $48.25 and a drug screen which costs $36.50. Employment is contingent upon passing the background and the drug screen.
