Under the general direction of the OASIS Associate Director – this position provides leadership, management, budget oversight, strategic planning, and evaluation and direct services to the Hope Scholars Program, a comprehensive programs and services that support the persistence and graduation of undergraduate students who are current and former foster youth, homeless, and/or disconnected.
The Program Manager will forge strong relationships and partnerships with various campus stakeholders and community constituency groups, staff, program directors, administrators, faculty, alumni, and foster youth services to administer and seamlessly deliver program services, put practices into action, that serve to engage robust student participation. Responsibilities include planning, coordination, marketing, assessment, outreach and retention of program participants. Oversees program management with the special needs of this student population. Hope Scholars Program is designed to provide transitional support and ensure program participants adapt socially and academically while increasing retention and post-graduation success and graduate school admissions.
The Program Manager oversees and manages all phases of the Hope Scholars program, including the supervision of professional and student staff, targeted outreach to current and former foster youth, and oversight of the program's application review and admission process. Oversees the tracking and progress of students through intensive and extensive counseling, advising, and referrals to campus and community-based support services. The Program Manager monitors and manages the program budget. Collaborates with University Advancement to cultivate and steward donors, raise, and report on funds, and develop grant proposals for program development that supports the success of former foster youth.
Serves as the program representative both on-campus and to outside agencies and programs serving the foster youth community. The Hope Scholar Program Manager should be highly knowledgeable about the issues and challenges facing foster youth and houseless students and be able to assess the campus services that would be most useful to ensuring success and retention of the program participants. This position leads the administrative, programmatic, fiscal, and operational oversight of Hope Scholars, including the supervision of staff and the development of strategic benchmarks. The incumbent will develop a strategic program and assessment plan to address systemic barriers that impede students' academic success. Serves as a senior member of the OASIS Leadership Team. Acts in the place of the Associate Director as assigned. Prepares reports for OASIS and Assistant Vice Chancellor for Student Retention and Success, Student Affairs, and UC Office of the President. Recruits, selects, trains, supervises, and evaluates professional staff. Establishes and maintains liaison with other campus departments and off-campus agencies as appropriate. Conducts activities to improve the campus climate for target population. Consults with UC San Diego faculty and staff in developing retention strategies for Hope Scholars, including working with UC San Diego Case Management.

Bachelor's degree in related area and / or equivalent experience / training. Master's degree preferred.
Demonstrated competencies and advanced knowledge in theories of multicultural counseling, learning, identity development, human and career development. Broad occupational knowledge with an understanding of student development theory; knowledge of student service principles and practices, including ethical standards; knowledge of decision-making and goal-setting processes and strategies, knowledge of educational needs of underrepresented students.
Advanced knowledge of research methodologies and research designs. Demonstrated experience in planning, developing, and administering evaluative instruments for measuring program effectiveness.
Knowledge and experience in working with historically underrepresented ethnic minority communities, first generation college students. Exceptional ability to design and implement academic support services for underrepresented students.
