MAJOR FUNCTIONS This position operates under the general leadership and guidance of the Public Works Director. Core responsibilities are related to the installation, troubleshooting, repairs and calibration of electrical and mechanical instruments, control and monitoring systems (Wastewater Treatment Plant SCADA and facility telemetry), the sampling and recording equipment used in underground utilities, lift stations and wastewater facilities as well as assisting the GIS staff with relevant GIS needs and projects.
This position is designated as emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, winter storm, tropical storm, severe thunderstorm, flash flood, etc.) or other conditions (natural or manmade).

- Maintain all repair and preventative maintenance records on test and sampling equipment used by the division.
- Familiar with electronic test equipment and calibration equipment on both energized and de-energized electrical circuits.
- Collect and record detailed technical information about underground utilities and equipment.
- Capture data supporting outside utilities engineering and construction projects.
- Assist GIS Specialist(s) in updating and maintain the City GIS Mapping system.
- Operate flowmeters, Ph meters, chlorine meters, portable ultrasonic flowmeters, and a variety of other meters used in water distribution, and wastewater collection systems.
- Oversee water treatment, sampling, and maintenance at wastewater facilities.
- Calibrate and maintain metering equipment both fixed and portable.
- Assist with related departmental duties including inventory, record keeping and purchasing of instrumentation devices, facilities telemetry systems / components, control panels and related electrical, electronic and mechanical equipment.
- Gather and record field data supporting the engineering and design of underground facilities including but not limited to measurements of attachment heights, span distances and angles.
- Strong professional, cooperative, positive and team focused communication in all written and oral forms including email, letters, memos, etc.
- Ability to exercise independent judgment while following processes and procedures as determined.
- Basic knowledge of Microsoft Office products (Word, Excel and Outlook).
- Must maintain confidential and sensitive information with a strong understanding of the impact of accuracy of information on the team.
- Ability to learn proprietary and third-party software independently.
- Submittal of highly organized, detailed data through a variety of media in a variety of formats from basic field notes to digital images.
- Use and maintain equipment that may include desktop computer, tablet computer, digital camera, various measuring tools and Personal Protective Equipment.
- Ability to establish and maintain effective, cooperative, professional and team focused working relationships with team members, leadership and the public.
- Travel is required within the City with limited travel outside of the City.
- Perform other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES - Knowledge of Programmable Logic Controls (PLCs) or ability to learn independently.
- Knowledge of analog and digital monitoring and control circuitry or ability to learn independently.
- Identify occupational hazards and recognize proper safety precautions applicable to working with electrical circuitry and mechanical apparatus.
- Maintain and calibrate the finely detailed electronic, electrical and mechanical aspects of the equipment.
- Ability to plan, organize and multi task schedule to accomplish necessary tasks and meet goals.
- Adhere to prescribed routines and procedures.
- Use associated electronic test equipment and computers systems.
- Learn existing and proposed Computerized Maintenance and SCADA operating software and programs.
- Read and draw one-line diagrams and schematic of electrical and electronic circuits.
- Follow process specifications and guidelines in an extremely rigorous mandated environment.
- Exhibit excellent, team focused and profession communication skills both written and oral.
- Track and post data and related record keeping information by written notations and/or entering such information into micro-computer or remote computer terminal (CRT) database systems.
- Possess basic computer competency including but not limited to the ability to read, interpret and follow GPS maps.
- Read, interpret and analyze data.
- Ability to expand GIS knowledge and continue to learn and manage processes.
- Define problems, collect data, establish facts and draw valid conclusions.
- Make independent and team-based cohesive decisions in accordance with policies.
- Multi-task while maintaining a high degree of accuracy and thoroughness with speed reasonable for the task.
- Ability and desire to maintain and continue technical training and learning on an ongoing basis.
MINIMUM QUALIFICATIONS - High school or general equivalency diploma (GED) required.
- Minimum of three (3) years of experience in instrumentation and electrical control system installation and repair preferred.
- Certified training in instrumentation programming preferred.
- Valid driver's license required.
A comparable amount of training or experience may be substituted for the minimum qualifications.
