Job description
This position will work with the Money Follows the Person (MFP) program and Iowa Medicaid to perform data quality measurement and metric generation, data aggregation into quality performance indicators, data interpretation, and develop and contribute to various data reporting structures and formats. This includes collecting and reporting data necessary to remain in compliance with the MFP program’s federal requirements. Attendance at the annual week-long HCBS Conference held outside the state is required. The Center for Medicaid and Medicare Services (CMS) has identified this position is critical to the Money Follows the Person program. Extensive travel throughout Iowa may be required and will have responsibilities to be in person in Des Moines at Iowa Medicaid . This position is specified term and funded through March 31, 2025 with a strong likelihood of extension.
This position is eligible for
a combination of remote work and in-person (hybrid) work within Iowa and will require a work arrangement form to be completed upon the start of your employment. Per policy, work arrangements will be reviewed annually, and must comply with the remote work program and related policies and employee travel policy when working at a remote location.
- Consult with MFP grant, Iowa Medicaid and HHS staff on process and outcome measures, data collection, reporting, evaluation, software/systems, and communication of information.
- Contributes to the development and implementation of sustainability projects supporting and enhancing Iowa’s community living capacity for the served population.
- Partner with the Program Manager to develop monthly team meeting agendas.
- Collaborate with the Money Follows the Person program and Iowa Medicaid administrators to develop business requirements for Medicaid-funded home- and community-based (HCBS) Waiver program management solutions as they relate to MFP grant requirements.
- Assess and resolve reported concerns, recommending appropriate technical solutions.
- Utilize Microsoft and other available tools to implement solutions for the MFP grant and Iowa Medicaid as needed.
- Facilitate meetings as needed to ensure program/data/business needs are documented and understood.
- Provide project management for technical implementation efforts.
- Collect, analyze, and report data related to the MFP Demonstration Project progress.
- Evaluate data systems and develop data collection processes for the MFP grant.
- Identify ways to improve data collection and use for MFP grant.
- Assist in preparing information, analysis, and status updates for MFP reports and state initiatives
- Coordinate with stakeholders to obtain and analyze relevant data, facilitating data-informed engagement.
- Prepare comprehensive reports for MFP grant, HHS reporting, and external agencies as needed.
- Develop a data reporting schedule for the MFP grant and Iowa Medicaid leadership to make data-informed decisions.
- Assist with developing and preparing required reports on the HCBS Quality Measure Set.
- Disseminate data to internal partners and interested stakeholders.
- Coordinate with state staff for data accuracy and completeness.
- Create and maintain reporting dashboards and ensure compliance with reporting requirements.
- Maintain knowledge of the MFP grant and related HCBS Waiver program functions and reporting requirements.
- Develop and implement data/evaluation plans for MFP and Iowa Medicaid.
- Coordinate data quality improvement processes and policies.
- Assist with program policy development and maintenance.
- Provide technical assistance to partner entities.
- Analyzes opportunities for continuing education and training for MFP team members.
- Develop reporting guides for staff training.
- Provide coaching and feedback to staff about data collection and evaluation.
- Present data and technical information to diverse audiences.
- Participate in quality improvement and strategic planning activities.
- Attend internal and external meeting, local, state, and national conferences as required.
- Assist with the planning and execution of program events.
- Manage UI procurement card and reconcile statements.
- Assist Program Manager with decisions related to hiring MFP staff, including participating in interview and selection processes.
- Assists Program Manager with training new students and staff in their roles and responsibilities for the MFP program.
- Foster collaboration and respect within multidisciplinary teams.
Required Qualifications - Master’s degree in related field (i.e. data science, public health, health informatics, health administration) or an equivalent combination of a bachelor’s degree and experience.
- 3 or more years of experience designing and implementing relational data bases, conducting data analyses, and preparing written reports for presenting data analysis, comparisons, and trends.
- Proficiency of Microsoft Office and data analysis tools
- Knowledge of analytical approaches, including descriptive statistics and inferential analyses
- Ability to present data and statistics in various formats to audiences with different comprehension levels, including through written reports and teaching/training.
- Excellent written and verbal communication skills, including strong interpersonal skills and the ability to work effectively in a team.
- Demonstrated organizational skills and the ability to manage multiple tasks within specified timelines.
- Ability to maintain a home office and meet technology requirements for business and video conferences using a home internet connection.
- Willingness to travel extensively within the State of Iowa, possessing a valid Driver's License and meeting the University of Iowa Fleet Safety Program driving standards (University of Iowa Operations Manual Part V, Chapter 19).
