Position Title:Director, Operations & Risk Management

Salary Range:$130,000 – $160,000 per year DOEE + Full Benefit Package
Agency Description: Founded in San Mateo, California in 1964, Caminar is a not-for-profit agency providing community-based support services for people with disabilities. Caminar’ s services are designed to enable adults and older adults with mental health, physical and developmental disabilities to live and work in their community in accordance with their ability and desire.Our mission is to empower and support individuals and families to move toward resilience, wellness, and independence. The agency employs approximately 450 of the most dedicated and professional staff serving the communities of San Mateo, Santa Clara, San Francisco, Solano, Contra Costa and Butte counties.
Position Description: Reporting to the Chief Financial Officer and serving as a member of the Senior Management Team (SEMT), the Director of Operations & Risk Management will oversee, develop, implement, coordinate, and facilitate the agency’s facilities and fleet programs, risk management and, privacy and compliance programs and develop/implement/oversee policies and procedures to support compliance with federal, state, and local regulatory, legal, and funder requirements. The role also oversees Corporate Compliance, Safety, CARF Accreditation and compliance, and Property/Casualty Insurance.
Supervisory Responsibilities:Business Manager, Facilities Manager and Corporate Receptionist positions.
Essential Duties & Responsibilities:
·Oversee agency facilities and vehicle management activities:
oLead and oversee the development of policies and procedures for all agency leased and owned facilities and vehicles ensuring appropriate upkeep.
oLead the identification of funding for capital projects and ensure sufficient planning and budgeting for routine maintenance of agency facilities and vehicles.
oLeverage technology to ensure process improvements, improved tracking and control and reduced risk over agency facility and vehicle assets.
·Oversee agency health and safety activities:
oLead the development of policies and procedures associated with agency health and safety activities.
oEstablish agency wide goals to maintain and improve health and safety standards over OSHA, CCL, CARF, agency P&P, other requirements, and best practices.
oThrough strong coordination with facility safety coordinators, ensure site safety meetings meet established goals and objectives.
oSupport planned response in safety or security emergencies affecting the facility (including weather events and natural disasters).
·Oversee agency risk management activities:
oManage annual Property/Casualty insurance policy renewal, claims management
oParticipate in agency Safety Program structure changes and administration, in partnership with Human Resources Management, Information Technology Department and in compliance with agency certifications and accreditations.
oLiaise with privacy attorneys, general counsel, and eviction attorneys to protect agency assets and prevent reputational harm.
oLead and oversee the development of policies and procedures that ensure that staff are informed and compliant with regulations, standards and rules.
·Site Certifications and licensing activities
oPrepare for Med-Cal site certifications and licensing activities in anticipation of new programs and services, and/or facility relocation.
oEnsure the timely renewal of business certifications, site use/occupancy certificates, current fire inspection certificates and certificates of insurance, and various corporate documents.
·Lead the agency CARF (Commission on Accreditation of Rehabilitation Facilities) Accreditation
oLead and successfully execute the accreditation process. Own all project plans and documentation requirements for accreditation. Convene and partner with the CARF accreditation working group to prepare for the accreditation process.
oPartner with clinical and quality management staff to monitor and support ongoing compliance with CARF (Commission on Accreditation of Rehabilitation Facilities) standards
oIn partnership with Programs, HR, IT, Operations and Finance, drive activities and preparedness for periodic accreditation surveys.
oServe as agency Corporate Compliance Officer
·Perform other related duties, responsibilities and special projects as assigned.
Requirements, Qualifications, Skills & Abilities
·Bachelor’s degree in healthcare administration, business administration or related field; master's degree preferred
·3 years of experience managing risk management over operations including health and safety.
·Familiarity with OSHA standards.
·Health care accreditation experience preferred.
·Ability to collaborate with others in a team setting; experienced leadership with a demonstrated ability to manage in a rapidly growing, dynamic and changing environment.
·Must be systems oriented, organized and detail oriented, and able to work and communicate with a diverse set of employees at all levels and functions.
·Ability to produce, disseminate, explain and implement organizational-wide policies and procedures.
·Problem solving: identifies and resolves problems in a timely manner and gathers and analyzes information skillfully.
·Customer Service: manages difficult customer situations, responds promptly to customer needs and solicits customer feedback to improve service.

Physical, Environmental and Mental Requirements:
·Physical: Occasionally required to push/pull objects up to 50 lbs., and to lift/carry objects up to 25 lbs. Frequently required to perform moderately difficult manipulative tasks such as typing, writing, etc. Must be able to walk, stand, sit for extended periods.
·Sensory: Frequently required to read documents, written reports, and plans. Must be able to distinguish normal sounds with some background noise, as in answering the phone, interacting with residents and staff, etc. Must be able to speak clearly and understand/be understood using the English language.
·Cognitive: Frequently required to concentrate on moderate detail with constant interruption. Must be able to attend to a task/function for 20-45 minutes at a time. Frequently required to understand and relate to specific ideas, several at a time. Must be able to remember multiple tasks/assignments given to self and others over a period of several days.
·Environmental Conditions: Frequent exposure to varied office and mixed (residential/office) environments. Occasional exposure to toxins and poisonous substances, dust, and loud noises.
·Equipment: Frequently required to use a computer, phone, and fax machine.
Special Requirements:
·Must be able to meet and receive a criminal records clearance, as required by Title XXII, other licensing regulations, and Caminar practices.
·This position will require driving so maintaining a valid CA driver license, reliable personal automobile, a clean driving record, and current insurance as required by law are essential job requirements.
