Job Description and Duties

The California Lottery is looking for a creative, results-oriented Television Specialist, to help California become the #1 Lottery in the United States. As part of the larger Sales & Marketing Division, the Video Production Unit (VPU) is responsible for asset creation and project development required for CSL programs across all Lottery divisions as well as collaboration with external marketing agencies, stakeholders, Lottery winners, retailers, beneficiaries, and the public.

Under the supervision of the (VPU Manager/Staff Manager I), the Television Specialist is responsible for assisting in the creation of a variety of media content assets to support internal and external communications and programs for the California State Lottery (CSL).The Television Specialist will concept, create, and produce video, audio, and computer animation for a mix of project types. The TV Specialist provides expertise and understanding of effective storytelling, video production, photography, typography for video, computer animation, script development, audio recording, and the creation of video social media content.

Employees must be able to report to their assigned headquarters office as needed. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires employee residence in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Working Conditions

The majority of work is conducted in a modern, climate-controlled office setting; travel (including overnight statewide travel) may be  required.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Four years of broad technical experience in the production of television programming, including experience in television production, professional sound recording, and editing. (College level work in television, communications, or a related curriculum, may be substituted for up to two years of the required experience on a year-for-year basis.)
• Experience using industry standard video and audio editing software such as: Adobe Premiere, Final Cut Pro, Avid video editing software, Adobe After Effects, any color correcting software (i.e. Davinci Resolve), any audio editing programs (i.e. Adobe Audition, Avid Pro-tools).
• Experience using Adobe Photoshop and basic understanding of graphic design. Ability to incorporate and combine graphic design elements and typography with video content creation used in current social media, and digital media trends.
• Has a customer-centric marketing mindset, with keen video shooting, editing, photography skills, and digital media creation knowledge.
• Excellent interpersonal and communication skills; experience collaborating with a team to achieve group milestones.
• Experience using Microsoft Office Suite (Outlook, TEAMS, Word, Excel, PowerPoint).
