Position Summary/Description:

The purpose of the position is to manage the water, sanitary sewer, wastewater, stormwater, and non-potable water utility systems for the University and UNC Hospitals and provide engineering management and overall responsibility for the operation and development of those systems consistent with the development plans of the University and UNC Hospitals. Ensures that these utility systems are operated and maintained to provide reliable water supply and required storm drainage for the University and UNC Hospitals while meeting code and regulatory requirements. 

This position plans, manages and conducts water resources studies, analyses, and special projects; plans and directs the work of staff and consultants; identifies and develops effective business relationships; represents the University with stakeholders, community partners, and customers and in community events and meetings regarding water resource and conservation issues. Takes action to achieve water resource and conservation goals while providing excellent customer service. Serves as the primary liaison between Orange Water and Sewer Authority ( OWASA ), the local water, wastewater, and reclaimed water service provider, and the University on long and short-range planning, metering, billing, and construction on or near campus property. Coordinates the resolution of water, sanitary sewer, and non-potable water issues with OWASA , UNC -Chapel Hill Facilities, consulting firms, and contractors. The position provides technical expertise to maintenance staff and contractors on maintenance and repairs. Coordinates with the Stormwater Manager to complete design reviews on capital projects impacting water and stormwater infrastructure. This position supervises water resources, stormwater management, and GIS staff.

Education and Experience:

Bachelors degree from a four-year college or university with a major in civil engineering, environmental engineering, or a related engineering curriculum and four year of related engineering experience, including one year in an area related to environmental engineering; or an equivalent combination of education and experience. 

- Professional Engineering Licensure.
- Experience managing capital improvement projects.
- Experience with mapping, analysis, and data management in GIS .
- Experience with the civil site and stormwater design.
- Experience supervising the construction of underground pipe systems.
- Understanding of North Carolina requirements for stormwater control measures.
- Ability to interpret results from stormwater hydraulic and hydrologic models.
- Experience maintaining and troubleshooting pumps, sensors, and electronic control systems.
- Experience with onsite water and wastewater treatment systems.
