POSITION DESCRIPTION: Acquire commodities and contractual services with simple Invitation to Bid (ITB) and Request for Proposal (RFP) methods of procurement. Seek approval from appropriate sources including Department of Transportation (DOT) representatives, or contractor/vendor, or others as specified by policy, procedure, and practice. Process procurements from Prison Rehabilitative Industries and Diversified Enterprises (PRIDE), Rehabilitative Enterprises, Services and Products of Florida (RESPECT), DOT contract, Department of Management Services (DMS) State contract, discretionary, and exempt sources through use of MyFloridaMarketPlace (MFMP).
Acquire commodities and contractual services under bid threshold through informal quote, proposal, and single source processes through the state's eProcurement system (MFMP). Obtain competitive quotes/proposals as requested, either by telephone or in writing.
Provide contract maintenance. Prepare and manage supplements, amendments, time extensions, change orders, and renewal of contracts and maintains files in a well-organized fashion. Review contracts for validity of pending action and follow through with timely, appropriate action. Compile and provide tracking/production data as requested in various forms and maintains procurement files.
Enter and maintain required information in the Florida Accountability Contract Tracking System (FACTS). Provide support and training to Department staff on the input of contract documents or contract informipn into the FACTS database as needed. Verify encumbrances, distribute contract documents and input bidAproposal documents in the Vendor Bid System (VBS) for advertisement/posting.
Conduct informal training sessions for project and cost center managers and consultant/contractor/vendors to improve understanding of the Department's procurement process. Analyze procurement requests, review specifications/scopes, provide instruction to project managers, coordinates critical events, review and evaluate quotes/bids/proposals/replies and issue Purchase Orders and written agreements.
Coordinate with project managers, the legal office, comptroller, and consultant/contractor/vendor and other sources as appropriate to provide timely action to existing contracts and in documenting all procurement actions.
Provide assistance with the District Records Management when needed. This includes storagel:ietrieval, retention and disposal of all records. Ensure that all records received are labeled properly to dontent and retention schedules and are sorted in approved containers. Maintains associated records of arinaterials stored and ensures all necessary records are transmitted to Central Office. Serve as backup for the Switchboard Operator and Mail Room Clerk.
Maintain purchasing records, scan and store all purchasing records into the purchasing card (P-Card) Documents Storage System. Incumbent has a Purchasing Card which allows a single purchase exceeding the threshold amount of $20,000 provided for in S. 287.017 for Category One; Incumbent has financial disclosure responsibility in accordance with Chapter 112.3145, Florida Statutes.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of laws, rules, procedures and practices governing the procurement of contractual service and commodities;Skilled in reviewing documents for accuracy and completeness;Skilled in problem-solving techniques;Skilled in the use of computer based spreadsheets, internet, databases, and word processing applications;Ability to untilize electronic procurement systems;Ability to plan, develop and coordinate the procurement of non-complex projects for contractual services and/or commodities;Ability to work independently, plan, organize, and prioritize assignments;Ability to establish and maintain effective working relationships;Ability to communicate effectively and appropriately both verbally and in writing.
OTHER JOB RELATED REQUIREMENTS: Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team.
MINIMUM QUALIFICATIONS: An Associates's Degree from an accredited college or university. Nonprofessional or professional experience can substitute on a year-for-year basis for the required college education.
