Overview:
The Utilities Division at the Oak Ridge National Laboratory (ORNL) seeks to hire an Operations Supervisor in the Mechanical Utilities Complex.
The Mechanical Utilities Operations Supervisor is responsible for directing and coordinating the work efforts of craft personnel which perform a full range of operational duties involving the production of steam, chilled water, and compressed air; distribution of steam, compressed air, potable water, process water, chilled water, and natural gas; collection of sanitary sewage, and storm water; and treatment of sanitary sewage at the Oak Ridge National Laboratory.
The successful candidate for this position will ensure that work is conducted in a safe, efficient, and environmentally compliant manner.
Major Duties/Responsibilities:
- Control day-to-day operations, monitoring, and problem resolution involving the ORNL Mechanical Utilities’ Plants (steam, chilled water, compressed air); Distribution (steam, compressed air, potable water, process water, chilled water, natural gas); Collection (sewage, storm water, condensate); and Treatment systems (sanitary sewage). In addition to the different piping and valve configurations, these systems consist of various types of process and production equipment such as gas or oil-fired steam boilers, gas heating water boilers, air compressors, air dryers, chillers, fans, pumps, motors, filters, heat exchangers, cooling towers, sludge dryer, and aeration\digestion tanks.
- Manage and support craft workers performing largely self-directed work using proper safety and operational practice(s), procedures\manuals, regulations, emergency measures sufficient to perform job tasks,
- Maintain a business culture that focuses on meeting the utility needs of the Laboratory.
- Serve as the primary customer interface regarding utilities activities to ensure customers are fully informed about system status and operation, including required corrective maintenance tasks, schedules, status, delays, etc. in order to minimize customer’s operational impacts. This ensures service needs of research and support organizations are met promptly and cost-effectively.
- Ensure that work tasks are properly assigned after evaluating with regard to the Utility Division’s Operating Procedures. Supervisors work closely with management to support administrative functions (training needs, timekeeping, absence control, performance evaluation and feedback, etc.).
- Take an active role in safety observations as well as execution of the ATLC contract.
- Responsible for on-the-job training, reviewing work activity, and evaluating performance of craft workers.
- Ensure completeness of operational logs and records necessary to maintain configuration control, history, continuous operations, and regulatory reporting.
Basic Qualifications:
- Must have at minimum a High School Diploma or equivalent
- A minimum of five years of experience in a utility/power plant environment to provide a working knowledge related to the day-to-day operation of mechanical utility systems (e.g., steam production and distribution, compressed air production and distribution, natural gas distribution, chilled water production and distribution, potable water distribution, sanitary sewer collection and processing and storm collection). A combination of education, training and experience may be considered.
- A valid Tennessee driver's license or the ability to acquire one within ten days of appointment.
- Must be able to work rotating shifts.
Preferred Qualifications:
- The successful candidate should possess excellent interpersonal, communication, organizational, and leadership skills. A proven ability to develop positive customer relations and work in a union contract environment are preferred.
- A strong knowledge of safe equipment operation and safety practices in operating facilities is also required.
- Computer experience with standard software such as MS-Excel, MS-Word, and MS-Outlook.
- Supervisory or project management experience, as well as familiarity with labor relations principles and Company/Union contracts is highly desirable.
- State Operator Certification(s) in Water Distribution Systems, Sewage Treatment Systems, and Sewage Collection Systems are not required, but will be considered a plus.
- Familiarization with DOE facilities and the ORNL Conduct of Operations is desirable.
Special Requirements:
Q or L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
Physical Requirements: Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
