This position leads the University Ethics and Compliance Office and has a dual reporting relationship to the president of the University of Illinois System and to the Governance, Personnel and Ethics Committee of the Board of Trustees. This position may be located at any of our three campus locations-Chicago, Urbana-Champaign, or Springfield.

Responsibilities Include:

  1. Work with the President of the University to define the objectives for the University Ethics and Compliance Office and coordinate all communications, internal and external, related to the University Ethics and Compliance Office.
  2. Encourage cultivation and development of an ethics and compliance minded culture across the entire University System.
  3. Interact with leadership, faculty, staff, students, and the public as a representative of the University of Illinois System and the University Ethics and Compliance Office.
  4. Identify and assess office and University needs and develop strategies and plans to achieve stated objectives. Hire, manage, and supervise all University Ethics and Compliance Office staff.
  5. Provide leadership for System-wide compliance with applicable laws and regulations.
  6. Support universities and the System Office in development of compliance related policies and procedures and in the evaluation of compliance status with respect to laws and regulations.
  7. Lead and coordinate the System-wide Compliance Advisory Committee under the direction of the President.
  8. Execute the annual university ethics training program for review and approval by the Office of Executive Inspector General for the Agencies of the Illinois Governor and the Illinois Executive Ethics Commission for the University of Illinois System and on a fee for use basis to the remaining 8 public universities in Illinois. This will include online training, classroom training, new employee ethics orientation, and Board of Trustee ethics training.
  9. Administer annual Title IX training for all faculty, staff, and students on behalf of the four Title IX Coordinators.
  10. Administer the Ethics and Compliance Toll-free Help Line while providing advice or assistance to callers.
  11. Maintain case logs and complaints received by the University Ethics and Compliance Office.
  12. Oversee the annual Statement of Economic Interests and Supplemental Statement of Economic Interest disclosure process, including the compilation of lists, reviews for accuracy, follow-up, and all other activities related to this process.
  13. Perform investigations upon the referral of the Office of the Executive Inspector General for Agencies of the Illinois Governor, and conduct/oversee all University ethics investigations, where applicable.
  14. Provide updates, when requested, in executive session to the Board of Trustees regarding ethics investigations which involve potential personnel action or litigation.
  15. Develop administrative policies and procedures for use by the University Ethics and Compliance Office.
  16. Prepare specialized reports and materials as necessary for the President and the Board of Trustees.

Qualifications:
Required:
  1. Master's degree in a related field.
Preferred:
  1. Juris Doctorate degree
  2. Certified Compliance and Ethics Professional (CCEP)


Knowledge and Experience:


Required:

  1. Leadership experience, preferably in public higher education, with a background in legal, audit, training, ethics and/or compliance.
  2. Demonstrated commitment to handling sensitive situations and informant with the utmost integrity and confidentiality.
  3. Proven ability to work well with diverse populations, including those reporting or being subject to perceived or actual wrongdoing.
  4. Excellent verbal and written communications skills to effectively interact with University and departmental officials/staff.
  5. Extensive experience in the development and administration of training programs to very large populations of diverse learners.
  6. Extensive experience is analysis of compliance requirements and implementation of related policies and procedures.
  7. Strong organizational skills and attention to detail.
  8. Excellent problem-solving skills to address difficult, complex issues.
  9. Strong interpersonal skills that reflect courtesy, diplomacy, and a collaborative approach to develop and maintain effective work relationships.
