Under the general direction of the Director of Employee & Labor Relations (ELR), the Employee Relations Manager (ER) provides leadership and management of the Employee Relations Campus team specifically. This position utilizes comprehensive and in-depth employee relations expertise to provide guidance and recommendations regarding strategic direction for campus clients. This position is responsible for oversight of Employee Relations processes and ensures accurate and timely consultation and guidance on employee relations issues. The ER Manager represents ELR on system- and campus-wide workgroups and meetings acting as a subject-matter expert providing consultation and information to help guide the university on strategic initiatives. As an ER Consultant, this role provides a full range of employee relations services to campus, including consultation and support to university leadership, employees, and designated representatives through analysis and interpretation of University policies and procedures, applicable labor law, contract administration, problem-solving and decision-making support, organizational reviews, and analysis and conflict resolution services. The incumbent advises and partners with leadership on corrective and personnel actions, and develops multi-dimensional strategies for complex and critical employment matters. This position provides support to managers and employees in an effort to clarify goals and objectives and enhance problem solving, planning, and communication skills.

WORK ENVIRONMENT - This is a Confidential position.
- May work outside of core business hours and days (evenings and weekends) as necessary to perform essential functions as needed.
- Occasional travel to and from UCDH and the Davis campus and more distant locations (may require overnight travel) as needed for training or University business.
- A valid driver's license is required.

MINIMUM QUALIFICATIONS Minimum Education/Experience: - Bachelor's Degree in a related area and/or an equivalent combination of education and experience
- Experience directly related to employee relations in both union and non-union environments including management experience in an organization of significant size, diversity, and complexity.
- Experience implementing and upholding human resources practices, policies and procedures; knowledge of state and federal labor/employment laws and regulations relating to employment, compensation, employee relations, discrimination, and other employment related areas.
- Experience supervising and managing a team with demonstrated skills to effectively lead, negotiate and implement staff and management development and business management skills to effectively and ethically manage and oversee operational resources.
- Experience learning and demonstrating techniques in negotiating; exchanging ideas, information and opinions with others to formulate policies and programs and/or arrive jointly at decisions, conclusions or solutions
Minimum Knowledge, Skills, and Abilities (KSA): - Strong working knowledge of all aspects of human resource management and how they connect with employee relations.
- Skills to mediate differences between people and organizations, explore options for mutual gain and resolve issues to the satisfaction of those involved, when possible
PREFERRED QUALIFICATIONS Preferred Education/Experience: Preferred Knowledge, Skills, and Abilities (KSA): - Communication skills to effectively communicate and express ideas clearly to individuals and diverse groups on varying employment related topics. Expository writing skills to produce clear, well organized publishable reports, procedures and/or employment relations memos.
- Demonstrated skills to analyze complex problems or information in an objective manner and derive logical conclusions using original and innovated approaches to solve difficult problems. Decision making, problem solving, critical thinking, project management, and organizational leadership skills.
- Knowledge of UC and UC Davis personnel policy, procedures and practices and Collective Bargaining agreements between the University and various unions.
- Knowledge of the Higher Education Employer-Employee Relations Act (HEERA) or other public sector labor laws, including scope of bargaining, contract, compliance, standards of unilateral changes, union notice requirements and public sector labor union behavior
