The Department of Education is seeking an Education Program Specialist II for the Office of Standards, Learning, and Leadership. The position will provide leadership and support to strengthen quality K-12 math and science instruction and enhance student outcomes across the state. The candidate will work with other divisions within the Department of Education, teachers, principals, curriculum directors, and university staff to promote effective approaches to learning in South Dakota.
The Education Program Specialist II is:

The individual will:
- serve as the department lead on initiatives involving K-12 mathematics, science, computer science, and STEM education;
- coordinate the development and delivery of professional learning opportunities, resources, and tools that support implementation of math and science content standards based on current needs and department goals;
- analyze data and research to inform department initiatives and determine district and school professional learning needs in the content areas of math and science;
- manage K-12 content standards review, revision and development processes, according to department and state laws, rules and policies;
- review district processes as part of the state accreditation team in the areas of teaching to state content standards and online learning to ensure curriculum is aligned to state content standards and implemented to the degree intended;
- provide technical assistance, guidance, and information to department staff, districts, schools, key stakeholders, and other agencies through presentations, webinars, reports, etc.;
- interpret and maintain an understanding of state and federal laws and regulations;
- formulate budgets, determine effective use of state and federal funds and monitor budgets;
- develop, negotiate, approve, and implement request for proposals, contracts, and grants and assist in monitoring for compliance and appropriate expenditures; and
- represent the Office and Division at in-state and out-of-state events, conferences, and/or State Board of Education Standards meetings.
Licenses and Certifications: Educator certification and leadership experience is preferred.
The Ideal Candidate Will Have: Bachelor's degree and experience in K-12 education.
Knowledge of:
- state, and national trends in K-12 math and science education, including instructional methodologies, and evidenced-based practices;
- K-12 content standards and assessments, with an emphasis on math and science;
- developments in standards-aligned curriculum, instruction, and assessment;
- rules and laws pertaining to South Dakota K-12 education including Every Student Succeeds Act (ESSA); and
- K-12 education processes such as district accreditation and educator certification.
Skill to:
- manage multiple work tasks including prioritizing tasks, creating timelines, and establishing milestones to ensure projects are completed on time;
- communicate ideas and information effectively to a variety of audiences;
- write technically and clearly including, but not limited to writing a scope of work for contracts;
- manage contracts and budgets, and complete fiscal tasks;
- analyze and report data;
- deal tactfully and professionally with a variety of individuals and entities; and
- complete high-quality work with the appropriate technology, including but not limited to, Microsoft Office tools such as Word, Excel, PowerPoint, Teams, and Outlook.
Ability to:

- work productively as part of a team as well as independently;
- think and act strategically with vision, creativity, and reasoning;
- actively seek, collect, and evaluate information to learn more about issues or events; and
