Summary:
Identifies and monitors Supply Chain regulations applicable to the Defense industry to ensure purchasing systems are in compliance. Reviews and approves procurement documentation for compliance with regulations, policies, and practices. Assists the procurement staff, as appropriate, in developing and maintaining cost and price analysis of supplier proposals; researches, reviews, prepares, and/or presents fair and reasonable justifications to meet contract and customer requirements. Assists in identifying and resolving any procurement procedural and overall compliance deviations to company standards and regulatory requirements. Identifies areas for improvement and recommends training requirements with appropriate management. Leads the review and updating of the Contract Information for Procurement (CIP) as it relates to requirements for inclusion in purchase order documentation.
Responsibilities - Manages procurement and purchasing operations and implements the strategy to provide the materials and services to meet organizational requirements for quality, volume, availability, and pricing
- Maintains strategic supplier relationships, negotiates contracts, and implements systems for monitoring performance, assessing risk, and responding to changes in demand or disruptions in the supply chain
- Collaborates with other functions to define current and future inventory requirements and manage inventory levels
- Implements processes and systems and utilizes technical tools to analyze data and increase responsiveness to material demands
- Oversees auditing processes to ensure procurement and recordkeeping comply with any applicable industry or governmental regulations
- Leads and manages the work of other employees and has responsibility for personnel actions including hiring, performance management, and termination with concurrence from HR & General Managers
Qualifications Required Qualifications:
- Associate's Degree
- 5-7 years experience relevant to the positions functional area
- Or e quivalent combination of relevant education and/or experience
Preferred Qualifications:
- Experience in a DoD environment
- Bachelor's Degree in Business and/or Supply Chain Management
- MBA
- Experience and use of IFS software
- In depth knowledge of cost and price analysis techniques across varying contract types and financial accounting methods
- Working knowledge of procurement, supply chain, financial analysis and/or supply chain analysis experience in government contracting
- Specialized knowledge of procurement regulations and procedures, government cost accounting standards and accounting practices; FAR / DFARS / ITAR and CPSR requirements, contract administration principles, policies and procedures to support contracting methods; reporting requirements
Knowledge, Skills & Abilities:
- Strong computer skills, administrative data control, scheduling and team interface
- Strong written, digital and verbal communication skills in both an individual and team environment
- Looks for ways to improve and promote quality
- Experience in planning and budgeting
- Possess strong, planning, execution and multitasking skills and have demonstrated ability to reprioritize on the fly
- Must be able to manage quickly changing priorities while meeting deadlines
- Works within the highest level of integrity, ethics and safety

- Decisions are guided by policy, procedures and business plan
Other Requirements:
- Proficiency with MS Office 365 tools
- Willingness and ability to travel 25-50% of time
