Program Manager The Program Manager is responsible for the overall administrative management of Contractor personnel and ensuring the achievement of all contract performance requirements.
In this role you willâŚ. - Be responsible for effective management for all work under the contract such as the assignment and budgeting of resources, scheduling, quality control, scope management, risk management, configuration management, deliverable submissions, and weekly status reports.
- Provide personnel to perform and review entries in the Joint Personnel Adjudication System (JPAS), the NBIB Central Verification System (CVS), Electronic Questionnaire for Investigations Processing (e-QIP), and related databases.
- Conduct reviews of security questionnaires and provide feedback to Applicants completing these documents through both electronic mail (email) and verbal (telephonic) communication methods
- Responsible for full contract compliance according to the Performance Work Statement.
- Ensure employees have the proper training and resources available to perform their required duties. Work with client to secure resources if necessary.
- Help new employees determine reasonable goals and expectations.
- Monitor site employee performance. Document employee performance with Vice President and HR, when appropriate.
- Make recommendations for recognition, promotion, termination, or re-assignment.
- Serve as the liaison between the client, company management, and employees.
- Establishes, communicates, and implements operations-related policies, practices, standards, and security measures to ensure effective and consistent support and execution.
- Reviews and approves cost-control reports, cost estimates, and staffing requirements for projects.
- Identifies training needs and ensures proper training is developed and provided.
- Responsible for full contract compliance according to the subcontractsâ Performance Work Statement (PWS) or Statements of Work (SOW).
- Responsible for financial tracking and resource management for all subcontracts.
- Monitor contract hour budgets in PROCAS and coordinate with Vice President on hour utilization rates quarterly. Responsible for communicating and coordinating level of efforts (hours requirements) with employees on contract.
- Additional duties as assigned.
Experience Requirements: - Minimum of five (5) years supervisory experience supervising and leading a team of security professionals in the management of personnel security-related operations
- Extensive knowledge and Experience with the following systems:
- Defense Information System for Security (DISS)
- Central Verification System (CVS)
- Electronic Questionnaire for Investigations Processing (e-QIP)
- Extensive knowledge and experience with the following programs:
- Information Assurance
- Anti-Terrorism (AT) Level I
- Operations Security (OPSEC)
- Threat Awareness and Reporting Program (TARP)
- Classified Markings
- Composite Risk Management (CRM)
- Intelligence Oversight
- iWATCH
Education Requirements: - Bachelorâs degree in business administration, business management, or human resources or five (5) yearsâ experience in the personnel investigative security field
Security Clearance Requirements: - Possess or have the ability to obtain a Secret security clearance, based on Tier 3 (T3) level (formerly NACLC) or equivalent investigation.
Other Requirements: - May be required to move equipment/files weighing up to 50 pounds
- Requires ability to consistently perform repetitive tasks including filing and scanning
- May require sedentary work at least 50% of the time
- Reports to a physical location which occasionally requires the ability to traverse between buildings
- Ability to manage stress with a high degree of maturity/professionalism
- Demonstrated critical thinking and leadership skills and the ability to work well with others
- Effective verbal and written communication skills
