Position Summary
Bechtel Equipment Operations, Inc. (BEO), a wholly owned Bechtel affiliate company, functions as the construction equipment asset manager of Bechtel Group and is actively engaged in projects across all of Bechtel's business lines. In support of its involvement, BEO uses sophisticated estimating and scheduling systems to assist projects in developing bid proposals, equipment lease versus purchase analysis, tool and consumable utilization forecasts, scaffold estimating and supply, and overall construction fleet utilization plans. Headquartered in Sugar Land, Texas, BEO also manages several permanent global equipment storage and support facilities.
Improving our Supply Chain performance is crucial to the longevity of our business. As the BEO Supply Chain Operation Manager, you will be the technical expert for BEO in Supply Chain strategy, engagement and management between BEO and our projects.
You will provide operational leadership to Supply Chain professionals, hold responsibility for training our Supply Chain Professionals, implement tools and processes relevant to the supply chain group, while providing oversight of and sight to the technical and commercial aspects of the work. Your role will be to improve the quality of our Supply Chain service to our customers. You will also have a key role to play in assisting the BEO Manager of Supply Chain to establish sustainable Supply Chain strategies for our new projects.
Job Dimensions
- Reports to and receives direction from the BEO Manager of Supply Chain
- May provide supervision, training and/or guidance to other Purchasing / Contracts / T&L personnel as required.
Responsibilities
- Align our processes and activities in support of BEO and Corporate Supply Chain strategy.
- Assist the BEO Manager of Supply Chain to focus Supply Chain professionals on performance measurements that provide value to BEO and its customers.
- Provide oversight and support to drive best practices that positively impact Supply Chain performance across the following areas:
- Relationship management with our customers, including Project Supply Chain Managers, to help ensure project goals and service level expectations are clear for project assigned Supply Chain personnel to succeed.
- Development of project sourcing strategies that meet the objectives of BEO and its customers.
- Ensures projects are staffed with the correct number of supply chain professionals and non-project work is distributed throughout the team.
- Considering formation strategies (dependent on supply chain competence, capacity, risk appetite and crucial elements)
- Effective formation – risk allocation, flow downs, and outcome focused.
- Effective administration and close out
- Supports Supply Chain Professionals in development and execution of BEA cycle.
- Relationship management of key suppliers to provide strategic sourcing options to our customers, optimize BEA cycles and prevent or facilitate the resolution of disputes in a timely and fair manner.
- Negotiation and drafting of purchase orders and service and construction contracts which result in timely and tactical recommendations to our internal and external customers.
- Strategic administration of contracts with vendors and contractors, which demonstrate thorough understanding of the agreed commercial terms, to meet well defined quality, cost, and schedule objectives, consistent with customer’s project goals and instructions.
- Early identification and warning of trends witnessed in the supply chain to mitigate BEO and project delivery risks as they arise.
- Assistance with resolution of contract disputes should they arise.
- Support the BEO Manager of Supply Chain in the facilitation of Supply Chain readiness of our projects.
- Support the BEO Manger of Supply Chain in the development of project Supply Chain plans.
- Works closely with the Bechtel Legal, Risk Management and Commercial groups to establish a clear DOR for project support.
- Support BEO Manger of Supply Chain in the development and facilitation of Supply Chain training programs.
- Be the expert in and support BEO Manager of Supply Chain to facilitate implementation and execution of Supply Chain system tools.
- Be customer focused and help ensure the quality and timeliness of deliverables by Supply Chain staff to our customers and project Supply Chain Managers
- Engage with our key suppliers to sustain a long-term working relationship.
- Collaborate with our partners in the Supply Chain to evaluate risks, mitigation plans, strategic innovation to improve performance, logistics challenges and quality compliance.
Qualifications and Skills
Basic Qualifications
- Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering from an accredited university, as well as a minimum of 15 years of relevant experience work experience, or 21+ years relevant experience in the absence of a degree.
- Direct experience in the function of managing workload distribution and execution of the work as well as performance evaluation career counselling for the team members.
Additional Qualifications
- Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering from an accredited university, as well as a minimum of 15 years of relevant experience work experience, or 21+ years relevant experience in the absence of a degree.
- Direct experience in the function of managing workload distribution and execution of the work as well as performance evaluation career counselling for the team members.
- Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures, and work practices
- Knowledge and experience in the formation and administration of contracts, and purchase orders including types, terms, and legal requirements.
- Understanding of Logistics and Supplier Quality processes.
- Skill in working and communicating effectively, both orally and in writing, with other functional groups.
- Knowledge of law, negotiation, accounting, or cost engineering gained through education or experience.
- Proficiency with databases and data-centric project execution will be beneficial
