SUMMARY
Develops Certification Documentation including Certification Plans, Compliance Checklists and Conformity Plans for submittal to the Federal Aviation Administration (FAA) or to Organization Designation Authorization (ODA) administrator for Aircraft Modification projects under minimal supervision. These projects usually result in the issuance of Supplemental Type Certificates (STC’s).
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Act as the Certification Group focal for the submission of STC validation requests to foreign aviation authorities and for the development and submission of Alternate Means of Compliance requests to the FAA for satisfaction of Airworthiness Directives / Service Bulletins.
- Develop company position on any necessary exemptions, equivalent levels of safety findings or responses to FAA issue papers. Support and help coordinate major repair or major alteration projects that require a Field Approval on an FAA form 337, one-only or multiple Supplemental Type Certificates,; or PMAs through identically, or test and computations.
- Develop company roadmap for certification of projects resulting in issuance of STC including complex, new and novel aircraft modifications.
- Manage and coordinate multiple complex certification modification projects/programs simultaneously.
- Coordinates the interface between engineering and subject ODA Unit Members (UM’s) and / or FAA Designated Engineering Representatives (DER’s).
- Review technical data in order to confirm its technical merit and ensure its compliance with the applicable Federal Aviation Regulations (FAR's).
- Review & determine proper certification basis for significant changes, changes that are not significant, special conditions (novel or unusual design features), or excepted aircraft.
- Work closely with aircraft development, installation, and certification teams to collect all the required data, as specified by the VP of Engineering, Certification Manager, and/or ODA Administrator for certification activities.
- Coordinate with internal/external customers to gather all data as required for certification; maintain all design and certification documentation; ensure that all relevant data is FAA approved for obtaining an STC.
- Coordinate data flow to and from ODA and vendors as directed by Engineering handbook, Certification Manual & ODA Manual.
- Coordinate with applicant engineering and engineering unit members to develop and maintain project conformity requirements. Develop Requests for Conformities (RFCs). Coordinate with Designated Airworthiness Representatives or ODA inspection staff to ensure that all necessary conformity inspections are accomplished in accordance with the conformity plan.
- Develop reports to demonstrate projects are in FAA compliance.
- Audit and ensure completion of approval package.
- Coordinate the issuance of the STC.
- Perform additional duties such as Regulatory Audit responses, Foreign Validations, continuous improvement activities and new project bid work, as assigned
- Document actions by completing all required time keeping records.
- Complete initial / recurrent training requirements in a timely manner.
- Other duties may be assigned.
SUPERVISORY RESPONSIBILITIES
- Provide training, guidance, and mentorship for the team.
- Prioritize and assign tasks; examine work output for completeness, process conformance and timeliness.
