JOB DESCRIPTION
This position is responsible for the daily management of the FWC Derelict Vessel Grants Program (DVGP) and assistance in other derelict vessel programs within the DV unit. This position answers directly to the Derelict Vessel Program Administrator in Tallahassee who oversees the FWC Derelict vessel and prevention programs.
EXAMPLES OF WORK
- Reviews and monitors the daily receipt of applications sent to FWC for derelict vessel removal reimbursement grants. Assists in the review of related law enforcement cases for compliance of investigative requirements, reviews grant applications, completes preparation of local governmental grant contracts to be issued to the grantees for reimbursement in derelict vessel removal projects and coordinates with the contracts, legal and finance offices to route grant contracts for approval. Assists local agencies with closing out grant projects and submitting required closeout documentation to FWC Finance for the reimbursement process to grantee.
- Works with the Assistant DV Program Administrator in de-confliction of DV Removal Project case assignments. Works with partner agencies to form projects needed for the removal of derelict vessels through the Grant Program. Works with the FWC Derelict Vessel Program Administrator to monitor appropriated budgets and produce grant contracts within budgetary means.
- Works with new Partner agencies wishing to conduct grant removals by assisting them with application requirements and ultimate project completions in accordance with FWC Grant Program requirements. Becomes a subject matter expert in the requirements for FWC and partner agency officers to complete investigation of derelict vessels including the requirement to have all documentation entered into the SmartCop Mobile Forms DV Database. DV Grant Specialist will crosscheck the Mobile Forms DV Database to ensure the case has met the minimum requirements needed for the case to be eligible for grant removal.
- Is either certified or completes training and certification as a Florida Certified Contract Manager as provided by FWC. (If not already certified, training will be provided to the employee by FWC)
- Coordinates with the Program Administrator on needs within specific regions to enhance productivity of the overall DV Grant Program and opportunities for improvement.
- Assists in the review and associated updates needed for the DV Grant Program Webpage.
- Assists Derelict Vessel Program Staff as needed with the daily operation of the Derelict Vessel Program.
- Coordinates and responds to other programmatic needs as requested by the Program Administrator Assistant Program Administrator or section leadership team.
- Works with law enforcement field staff officers and their supervisory staff, to get any additional information needed to meet grant related requirements and meet deadlines for grant performance.
- Assists in the bid review process for non-grant related derelict vessel removal projects.
- Attends weekly derelict vessel unit meetings and reports on Grant Program's performance.
MINIMUM QUALIFICATIONS
- Associate degree preferred, (or 2 years of law enforcement, criminal justice employment, or related contract management work can substitute for degree requirement).
- 2 Years of related-professional experience.
- Certification as a Florida Certified Contract Manager (FCCM) or must obtain within 10 months of employment.
- Ability to achieve a successful fingerprint and level II background investigation.
- Valid State of Florida driver’s license.
