JOB DESCRIPTION:
SAIC has an opening for a Launch Program Budget Analyst who possesses a working knowledge of government.
b udgeting and financial processes in order to provide expert advice and technical evaluations for complex and critical launch systems and processes. The selected candidate develops briefings and assessments to a variety of audiences and must be able to convey budgetary information in a clear and articulate manner to Government leadership. They support strategic planning as well as cradle to grave launch and launch support activities. This role navigates challenges associated with multiple launch service providers and appropriate separation of proprietary information while maintaining integrated focus in a fast-paced dynamic environment.
Specific duties include:
- Provide program management, budgetary and financial services and products
- Develop and maintain a requirements database by appropriation for engineering projects
- Develop current appropriation/fiscal year spend plans including forecasts and execution plan and track and report deviations
- Provide support as required for planning, programming, budgeting, and financial oversight for customer requirements
- Provide analysis and rationale of obligation and expenditures data as necessary
- Review all Contract Financial Status Reports (CFSR) and financial data for all contracted projects
- Perform launch cost modeling, launch vehicle cost requirements database refinement and maintenance, and launch vehicle “quick reaction” scenarios studies
- Travel: 10% of the time
Qualifications
Specific experience to include:
Bachelor ’ s Degree and minimum of five (5) years of relevant budget experience
- Has or ability to obtain TS/SCI with CI Poly
- Understanding of handling sensitive information with discretion
- Experience with Microsoft Office Tools (PowerPoint, Excel, WORD)
- Government customer/client experience
A dditional Qualifications:
- Working knowledge of the acquisition lifecycle requirements
- Experience with Collaboration tools (Confluence, JIRA)
- Strong communication and coordination skills necessary
- Desktop software experience to include spreadsheet, briefing, and database development and reporting
