Job Description and Duties

Under the general direction of the Director of the Reliability, Renewable Energy & Decarbonization Incentives (RREDI) Division, the Incumbent is responsible for assisting the Director in all aspects of the division’s deliverables including principal policy-making authority in the promotion of building decarbonization, and its related incentive and financing programs to address California’s building decarbonization policy goals, which cross policy areas related to building efficiency, electrification, resiliency, decarbonization, and equity.

The Incumbent supports the division’s roles and responsibilities related to its work on building decarbonization, including working with and directing division staff and engaging with internal and external stakeholders and representing the division with federal, state, and local representatives.

In addition, the Incumbent has a responsibility to manage and interact with division branch managers, supervisors, and staff regarding the division’s analysis, and provide oversight and management of branch deliverables, policies, and program development and implementation, including administration and budget functions.

Working Conditions

The California Energy Commission offers a hybrid workplace model that is designed to support a distributed workforce of both office-based and remote-centric workers that relies on a high level of telework. Limited-in person attendance and occasional travel may be required based on the needs of the division. Additional hours beyond an eight-hour workday or forty-hour workweek may be required. Regular and consistent attendance - whether office-based or remote-centric - is essential to the successful performance in this position. This position is remote centered which means the incumbent works 50 percent or more of their time monthly from an alternate work location (i.e., teleworking).

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  1. Experience effectively managing an interdisciplinary staff.
  2. Experience managing the design and implementation of incentive and financing programs and activities related to building decarbonization.
  3. Prior experience in coordinating programmatic activities with top-level managers, private and public sector representatives, the Legislature, Governor’s Office, and state, federal, tribal, local governmental agencies, community organization and environmental justice communities.
  4. Describe your experience developing and implementing directorate-level strategic planning and agency administrative policies and procedures.
  5. Excellent oral and written communication skills and ability to ensure CEC program products are of high quality.
  6. Experience in developing or editing energy efficiency, building decarbonization, or climate change policies or technical documents.
