Director of Contracts

Job Summary: The Director of Contracts will support Owl’s continuously growing DoD, public sector, and commercial lines of business. The ideal candidate can expect a highly varied, fast-paced set of requests from our product and services teams as they work to close sales of industry-leading IT products and services with various customers. As a Director of Contracts, you should be a team player and participate in building contracts management expertise and act as a trusted advisor to staff and the leadership team.
Essential Duties and Responsibilities: - Develop, execute, and administer Non-Disclosure Agreements and Teaming Agreements. Participate in proposal development
- Negotiate Purchase Orders, Contract and Software License Agreements
- Experience with end-to-end government contract administration
- Advise management of contractual rights and obligations
- Must be knowledgeable about the FAR and DFARS
- Review all contract modifications and proposals for completeness, compliance, and accuracy; provide guidance to the program manager regarding contractual requirements
- Identify and mitigate contractual issues proactively to minimize risk through risk registers
- Prepare RFP packages for prospective subcontractors, as well as evaluate responses
- Work closely with program managers and product managers to assure compliance with contracts and programs
- Analyze opportunities and report recommendations to senior leadership to aid in the decision to bid or no bid
Requirements/Qualifications: - Education
- Bachelor’s degree in Business, Accounting, or a related field
- A certificate of completion of a Government Procurement & Contracts Management Program or the NCMA CPCM may substitute for a Bachelor’s degree in an unrelated field
- Experience
- 15+ years of experience in contract management
- Knowledge, Skills & Abilities
- Must have experience with Government and commercial contracting
- Must have working knowledge of the FAR and the DFARS and/or related government regulations
- Must have experience with Services and Products contracts including software license agreements and commercial terms & conditions.
- Strong time management skills
- Ability to work with minimum supervision and provide regular updates on progress of assigned tasking’s in written and verbal formats
- Must be able to coordinate and prioritize multiple projects with limited supervision in fast-paced environments
- Working knowledge of federal export regulations preferred
- Experience in preparing proposals – specifically the business and cost volumes
- Additional Competencies/Requirements
- US Citizenship is required due to Government contracts
