Job description
Overview As the most senior person in the organization whose primary responsibility is payroll and related activities, directs and leads the management and staff of the WellStar Health System Payroll function including planning, design, research, analysis, development, implementation and administration of programs, procedures and systems to support the payroll process.
Responsibilities Core Responsibilites and Essential Functions
- Develops, leads and controls all tasks necessary to accomplish WellStar Health System payroll processing objectives for 20,000+ team members
* Lead development of corporate payroll strategy, planning, communications and marketing of the payroll function and related services.
* Responsible for ensuring effective internal controls, policies and procedures for payroll function are designed, implemented and operating effectively
* Lead and participate in all aspects of the processing of payroll to include but not be limited to the processing of automatic time & attendance system, the processing of deductions, gross to net pay, garnishments, tax levy?s and all wage attachments
* Lead and oversee all electronic interface files to bank, credit union, 403B/Roth/457 vendors.
* Provides leadership and development opportunities for team members and provide coaching and performance management to payroll team
* Sets annual goals of payroll team to align with organization goals
* Maintains relationships with internal and external auditors and state and federal agencies
* Serve as key liaison between the Human Resources and Accounting to maintain accurate employee payroll information
* Participate in annual benefit build and lead testing on payroll side - Lead and develop Payroll to General Ledger processing, reconciliation and internal controls
* Intergrate payrolls to General Ledger.
* Reconcile Payroll general ledger related balance sheet accounts.
* Intergrate monthly salary and PTO Liability files to general ledger.
* Oversee monthly payroll accounting matters including preparation review and recording of journal entries .
* Prepare monthly serverance liability accruals in connection with human resources department - Advises, recommends and interprets federal and state laws to ensure WellStar Health System maintains appropriate policies and procedures surrounding the processing and reporting of payroll related matters including but not limited to the following.
* Filing quarterly reporting IRS 941, SUI, State Tax, Multiple worksite.
* Oversee and ensure timely accurate filing of all State taxing agencies where organization has employees located ? 20 states
* Balance year end processing and file W2?s with all reporting agencies.
* Oversee timely W2?s processing to all employees.
* Update and maintain tax tables.
* Provide information for IRS 990 reporting
* Complete other payroll related regulatory filings (social security administration - Other duties.
* Lead payroll audit schedules and workers comp audits preparations.
* Lead employee verification audit review process.
* Maintain?s time and attendance system and PR/HR processing system.
* Handle all parts of new upgrades to all payroll systems for Payroll area
* Responsible for selection and installation of all payroll and time and attendance systems
* Provide payroll reports to Health System departments.
* Provide high level customer service to all system departments.
* Maintain relationships with payroll IT system vendors and IT support team

Qualifications Required Minimum Education
- Bachelor's Degree Required
Required Minimum Experience
- Minimum 7 years of payroll or closely related payroll experience is required Required
Required Minimum Skills
- Manage the overall payroll functions, payroll processing, payroll taxes, reviewing and revising polices and procedures, as well as internal controls, system review and upgrades
- Broad knowledge and understanding of payroll software functions required
- Ability to accurately interpret and apply policies, procedures, laws and regulations related to payroll activities
- Proficiency in the Word and Excel software, ability to operate standard office equirpment such as copier, calculator, and personal computer.
- Above average oral and written communication skills. Interpersonal skills necessary to deal courteously and effectively in sensitive and confidential issues by telephone, in writing, and face-to-face contacts with associates of all levels of the organization
- Ability to lead and manage payroll staff.
- Must have a proven track record of payroll leadership and exceptional accounting skills. CPP designation preferred.
