Job Description: The Budget Support Associate oversees all financial operations of the department of Communication Sciences and Disorders and the Gebbie Speech and Hearing Clinics. This includes budget planning, tracking, and management of diverse funding sources (unrestricted funds, sponsored funds, endowments, and gift funds) in adherence to university and sponsor policies. Responsibilities encompass grant management for individual faculty, handling accounts payable and receivable for clinic operations, payroll processing and allocation, expense transactions (including credit card reconciliation and purchase requisitions), generating regular fiscal reports, ensuring accuracy, and proficiency in using insurance payment portals and outside agency payment systems. The role demands a detail-oriented and proactive individual with the ability to navigate various university systems and clinical electronic medical records systems.
Qualifications: Bachelors Degree or equivalent plus 5-8 years of work experience in accounting and administrative experience required.
Job Specific Qualifications: - Strong attention to detail and high level of discretion and confidentiality required.
- Advanced knowledge of Microsoft Office and Adobe Professional suite.
- High level of research and data gathering ability, analytical skills, ability to read and interpret documents, strong organizational skills, advanced verbal and written communication skills, ability to prioritize tasks and manage multiple projects.
- Advanced knowledge of university budget systems (FAB) and excel; experience managing sponsored awards. Advanced knowledge of PeopleSoft, Hyperion, or related system.
Responsibilities: Department Budget Management:
- Manage operating budgets, working in partnership with the department chair to determine financial approval procedures. Accountable for a variety of manual and electronic fiscal information, files, and records for the purpose of providing an up-to-date reference and audit trail.
- Prepare financial reports monthly and as requested, review reports monthly with department chair and other relevant stakeholders.
- Prepare and validate financial data for accreditation and other program review needs in advance of review deadlines (typically annually).
- Responsible for the resolution of issues discovered during review and reconciliation of accounts.
- Monitor spending allowances and new faculty start-up budgets and expenditures.
- Monitor scholarship credits, financial aid awarded, and graduate assistants/teaching assistants/research assistant awards.
- Work closely with college Director of Budget and Finance to resolve budget questions and assist in requests from the Dean and the Office of Budget and Planning.
Clinic-Specific Process Management:
- Manage insurance authorizations, claim submission, denials and rejections, overdue accounts, collection of funds, requests for refunds for returned hearing aids, overpayments and duplicate payments as required.
- Use electronic medical records system and university systems proficiently to accomplish these tasks.
Grant Management:
- Assist faculty with research budget proposal preparation.
- Serve as liaison among principal investigators (PIs) and university administrative units.
- Interpret both agency and university requirements and policies/practices for the department and provide support to obtain newly available information on funding volume, timing of reports, fiscal issues and compliance with regulatory requirements. Independently make decisions, authorize actions, and manage the sponsored programs portfolio for assigned area.
- Generate quarterly and time-sensitive reports to evaluate activity and available funds.
- Manage fiscal reports and assist the faculty in determining funds available, spending plan/projections and timing of Human Resources changes to ensure continued support for grants employees.
- Serve as pre-reviewer for effort reporting system. Clear salary holding in a timely manner to support effort reporting process.
- Request subject advances.
Administration:
- Ensure accurate and timely processing and approval of the following: expense transactions (payment to vendors for clinical supplies, billing outside agencies for services provided by faculty/Gebbie clinic, reimbursements, purchase requisitions, credit card reconciliations), payroll processes and reallocations, course-relief and grant buyout redistributions, terminations, leaves of absence, travel vouchers and non-employee service payments, etc. with attention to compliance with sponsor, University, and Department policies, deadlines, and guidelines.
- Calculate the financial effect salary distribution changes have on internal and external funding sources with varying fringe benefit and F&A rates, budget restrictions, effort reporting, and budget cycles (e.g. federal grants, cost-sharing monies, corporate, foundation, and gift funds).
- Secure cash flow with pre-award or no-cost-extension requests.
- Collaborate with Operations Specialist to provide accurate and complete financial justification and sourcing for position evaluation requests (PERs).
- Keep billing software up to date with current codes.
