Position:   EOAC Executive Director – Community Action Agency

 

JOB Status:  Exempt

Objective:  The Executive Director (ED) is responsible for the operations of the Economic Opportunity Advancement Corporation (EOAC) Community Action Agency, including the Community Services division, Head Start, and other related programs.  The Executive Director reports to the EOAC Board of Directors and is directly responsible for the efficient management and timely operation of the agency. 


The ideal candidate should be a strong, creative and experienced administrator with demonstrated public relations skills who understands and commits to the goals of the EOAC and can professionally articulate and implement those goals.  The ED should be able to identify, recruit and attract high level staff who are equally committed to the programs.  The ED must be able to effectively work with local, state, and federal officials in a professional manner, while at the same time maintaining the trust and confidence of staff and the target area residents.


The ideal candidate should possess a minimum of a bachelor’s degree (master’s degree preferred) in business administration with a concentration in management, finance, economics, accounting, information technology or marketing with senior level supervisory administrative experience in Community Action, Public Administration, Governmental, or Private Enterprise. The candidate must have at least 5 years of experience as an Executive Director of a Community Action Agency or a similar senior level position in public and/or private industry, or government service including, but not limited to directing, managing and/or supervising the organization and operation. The candidate must have a strong background in Human Resources with substantial knowledge of State and Federal personnel laws.


I. General Responsibilities:

Every employee is required to maintain confidentiality of the client and agency information as required by Sate and Federal law, appropriate regulations, and professional practice standards. Every employee is required to speak, dress, and conduct themselves in a professional and appropriate manner while carrying out the responsibilities of their job.

 

The Executive Director must be of impeccable character and have a commitment to ensure the delivery of high-quality services that produce targeted outcomes, lead, and motivate others toward high performance levels, and share a common vision. The ED must possess the ability, skills, experience, and personality to connect with community members to achieve community service development goals and establish strong partnerships. The ED must possess the education, knowledge, experience, wisdom and judgement to provide strong financial management and leadership to ensure long-term sustainability and continued service delivery of the agency.

It is recognized that the above standards are statement of desirable qualifications to serve as a guide in the selection of personnel, but in the actual selection of the Executive Director the Board of Directors has the final responsibility with full authority to waive or amend the above minimum standards in making its decisions.

Compensation: $99,000.00 - $140,000.00 per year

The Economic Opportunities Advancement Corporation is a private non-profit organization, chartered by the State of Texas on April 25, 1966. The purpose for which the agency was created is to implement and carry out the provisions of the Economic Opportunity Act of 1964. This act recognizes that the United States can achieve its economic and social potential as a nation only if every individual has the opportunity to contribute to the full elimination of poverty in McLennan, Bosque, Freestone, Limestone, Hill, Falls, Johnson, Ellis, and Navarro Counties. This is done by opening to everyone the opportunity to work, live in decency and dignity; and to strengthen, supplement and coordinate other efforts in the six counties.

Currently EOAC administers four major services that include: Community Programming, Waco Charter School, Weatherization, and Head Start/Early Heads Start.
