UPMC Health Plan has an exciting opportunity for a Sr. Manger Diverse Business position in the Medicaid programs department.  This is a full-time opportunity working Monday through Friday daylight hours.  This position will consist of working from home and in office, which is located in Camp Hill, PA.  

The Sr Manager Small Diverse Business (SDB) reports to senior leadership of the Medicaid, and CHIP lines of business and will be responsible for the management oversight and success of UPMC Health Plan’s commitment to small diverse business program goals. This role will assist in defining and implementing the strategic direction, guidance, and operational compliance and support of all SDB related vendors and initiatives. 

Responsibilities:

• Work with Executive leadership on forecasting and budging of SDB vendor commitments across a multi-year, line of business perspective.
• Act as liaison to UPMC’s Internal Audit, Compliance, Vendor Management (VMO), and Third-Party Oversight (TPO), and Legal Departments ensuring program integrity.
• Provide ongoing management, coordination, and assessment of potential SDB vendor operational risk factors including the development of an internal SDB vendor assessment model.
• This model will incorporate factors such as: Service expansion considerations, vendor capabilities, potential constraints, vendor staffing or management level changes, or expanded Statement of Work (SOW) updates.
• Develop scoring criteria based on strategic vs. non strategic service offering scope, operational impact, spend categories, vendor growth potential, and documentation of operational risk methodology.
• Create and lead the response strategy for the UPMC Health Plan Division’s government requests for proposals (RFPs) and requests for applications (RFAs) related to the SDB spend commitments and requirements helping to ensure success in proposal procurement. While working with departmental leaders in the development of the RFP collateral materials.
• Evaluate and approve business models and services of new vendors while evaluating the synergy for potential for alignment of ongoing macro trends from DGS such as best value methodology goals or those of other federal, state, or local initiatives.
• Assume primary liaison role to the PA Department of General Services (DGS) in relation to UPMC’s ongoing requirement to partner with SDB vendors, facilitating all communication and responses to DGS regarding contractual spend forecasting and reporting, vendor inquiry or issue resolution, and ongoing monitoring activities as required.
• Assume ownership role in SDB strategies and initiatives and, to the extent possible, facilitate collaboration or alignment with other internal initiatives such as social determinants of health, (SDOH), community relations, public relations or supply chain management. 
• Represent UPMC through participation in internal /external meetings, seminars, committees, trade shows and exhibits primarily in the central and eastern PA regions, but also statewide as needed.
